- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RMK0E030024. The solicitation is issued as a Request for Quotes. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-10. This acquisition is set aside for Very Small Businesses in accordance with FAR 19.9 and Indian Owned Businesses under the authority of the Buy Indian Act (25 U.S.C.). The North American Industry Classification Code (NAICS) is 56179 and the business size maximum is 5.0 million. The contract line item number is 0001, Description Supplies/Services: Snow Removal And Disposal Services for the BIA, OIEP, Turtle Mountain Agency Schools, Quantity: One (1), Unit of Measure: Lump Sum, Unit Price:__________, Total Price:___________. DESCRIPTION OF REQUIREMENTS: The U.S. Department of the Interior, Bureau of Indian Affairs (Bureau), Office of Indian Education Programs (OIEP) has a requirement for snow removal and disposal of stockpiled snow and sanding of designated areas for the OIEP, Turtle Mountain Agency, Branch of Facility Management, Schools. The period of performance shall be from December 24, 2002 to April 30, 2003. The contractor shall provide all labor, services, supplies, equipment, and materials to perform snow removal and disposal of stockpiled snow and sanding of designated areas for the OIEP, Turtle Mountain Agency, Branch of Facility Management, Schools. The contractor tasks are as follows: (1) Contractor shall provide for all necessary labor, supplies, material and equipment necessary for snow removal and disposal. (2) Contractor shall provide a listing of equipment sufficient for major snow removal to include but not limited to a front-end loader, bobcat and truck large enough to remove snow once stockpiled. (3) Contractor must provide proof of liability insurance. (4) Contractor is required to have a current Tribal Employment Rights Ordinance (TERO) license. (5) Contractor shall provide references of past snow removal jobs with their quote (6) Contractor shall be available within a two (2) hour notification period and must consider the OIEP, Branch of Facilities as a first priority for snow removal and disposal. (7) The schedule of removal of stockpiled snow will be given by the BIA, OIEP, Education Line Officer or a duly authorized representative thereof. (8) If a subcontractor will be used for any or all portions of snow removal and disposal, they shall be identified in the quote. (9) Snow removal generally will not be done during the hours of 8:00am to 4:00pm work day because it may pose a safety hazard. The schools that shall require snow removal and disposal services are Dunseith Day School; Dunseith, ND, Turtle Mountain Elementary School, Belcourt, ND, Turtle Mountain High School, Belcourt, ND, Turtle Mountain Middle School, Belcourt, ND.
