- Pursuant to OMB Circular A-76, on March 8, 2002, The Bureau of Reclamation made public notification of its intent to complete a streamlined cost comparison, by September 30, 2002, for all operations at the Columbia Basin Job Corps Civilian Conservation Center in Moses Lake, Washington. The Bureau of Reclamation - Denver Office has completed the streamlined cost comparison for all operations at the Columbia Basin Job Corps Civilian Conservation Center. As a result of the cost comparisons, the performance of the functions and the operation of the Columbia Basin Job Corps Civilian Conservation Center shall remain in-house (performance by Government Personnel). This announcement starts the Public Review Period (PRP) wherein all members of the public have a chance to review the documents that were used in the cost comparison. The PRP will last for twenty (20) days. During the PRP the documents will be available for review at the Bureau of Reclamation - Denver Office, Acquisition Operations Group, Building 56, Room 1040, Denver Federal Center, 6th Ave & Kipling Parkway, Denver, CO 80225. As a result of reviewing the documents, interested parties who believe an error was made in the cost comparison may file an appeal with the Contracting Officer. Appeals must be filed by the end of the PRP; therefore the last day for filing an appeal is 4:00 PM (MST) January 13, 2003 or twenty days after the first publication of this announcement, whichever occurs last. Appeals must (1) be in writing (no special forms required); (2) be submitted on time to the Contracting Officer (as stated herein). Submission via FAX [(303) 445-6345] is acceptable if followed up by a hard copy within one work day after the close of the PRP; and (3) involve costing issues or noncompliance with OMB Circular A-76 procedures that govern the Streamlined Cost Comparison process. An Administrative Appeal Board (AAB) will, within thirty (30) days, review and make a decision regarding any appeals that are submitted. If the board determines that errors were made in the Cost Comparison, then the board will direct that the error be corrected.
