Description
REFERENCE NUMBER 71257. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. Gov.Works on behalf of the U.S. Department of Energy announces its intention to award a sole source contract to BCS, Incorporated for approximately $460,000. The contractor shall provide technical assistance and analysis for the Office of the Biomass Program to assits in expeditiously responding to the immediate requirements of the Biomass R&D Act of 2000. Among these requirements are the compilation, analysis, and database design and development of federal biomass R&D portfolio data. BCS, Incorporated possess unique skills and expertise required by the Office of the Biomass Program. BCS brings a unique combination of qualifications in this area through its six years of experience in developing a one-of-a-kind database of agricultural, energy efficiency, and industrial R&D across the federal sector. BCS already knows and utilizes the data sources, has refined data search and analysis techniques, and has assembled a database structure and reporting systems to perform this task on a quick turnaround basis. BCS combines this experience with in-depth experience in working with the Biomass Technical Advisory Committee for which portfolio information developed in the above database will be presented. This experience will enable BCS to quickly analyze and translate the data into usable reports required by the Committee in the near term as they respond to requirements of the Biomass R&D Act. Similarly, BCS has expertise in collecting state-level information for development of a one-of-a-kind state-by-state portfolio of biomass economic data and R&D activities, which must also be assembled in a database and needed for a quick turnaround. The period of performance would be from award through December 31, 2005. Firms that believe they can provide the required items and services described above should identify themselves in writing to the Contracting Officer. Such firms must submit supporting evidence in sufficient detail to demonstrate their ability to meet the stated requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES.
