- The Space and Naval Warfare Systems Center, San Diego (SPAWARSYSCEN-SD) intends to award a sole source contract to Darlington, Inc., of Arlington, Virginia, under the authority of FAR 6.302 for Over the Horizon Targeting (OTH-T) development utilizing Common Operational Picture Synchronization Tool (CST), Integrated Shipboard Network System (ISNS), Web Centric Anti Submarine Warfare Network (WeCAN) and Coalition Wide Area Network (COWAN). Darlington, Inc., developed both the CST, utilized since the early Joint Warfare Interoperability Demonstration exercises in 1994, and the COWAN software that is used to integrate coalition partners into a common network to create a virtual private network. The OTH-T program is tasked under OPNAV 9410.5 to provide trusted agent interoperability certification and developmental testing of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems and architectures. The contractor will improve and apply the CST, ISNS, WeCAN, and COWAN in the development of OTH-T products to include Fleet Systems Engineering Team (FSET) support, RLBTS enhancements, Collaboration at Sea (CAS) test bed development, and C4I problem solution engineering. Expertise and requisite skills in CST, ISNS, COWAN and WeCAN in support of OTH-T including FSET support, RLBTS laboratory enhancements, CAS test bed development and C4I problem solution engineering is required. This will be a cost-plus fixed-fee contract with a base effort of one-year and four one-year options. The government has determined that this procurement is not available for competition because an attempt to replicate current source capabilities would result in substantial duplication of cost not recoverable through full and open competition and an unacceptable delay would occur. The North American Industry Classification System code for this effort is 541330 and the small business size standard is $23M. See Note 22.
