Description
The US Army Special Operations Command, Fort Bragg, North Carolina has a requirement for the removal of existing auditorium seating and carpet and to furnish and install auditorium seating and carpet at the Heritage Auditorium in Building E-2929, Fort Bragg, North Carolina. The contractor shall provide all labor, equipment, materials and transportation unless otherwise specified in the statement of work. This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All quotes shall reference the Request for Quotation number USZA92-03-T-0005. Solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-09. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. The North American Industry Classification System (NAICS) is 338125. The size standard is 500 employees or less. This requirement is set aside for small business. The contractor shall remove existing seating and carpet and furnish and install seating and carpet in colors that coordinate with the existing color scheme. Seating, one hundred forty one( 141) each, shall be removed and new seats installed. Seating shall be installed in the same configuration as the current seating arrangement. The end seats on designated rows shall have side opening capability and removable for handicap accessibility. Seating fabric shall be 500K Double Rub, California #117 Fire Code Rated or better. Carpet shall be removed and new carpet installed in the entire auditorium. Carpet shall be 30 ounce to 36 ounce per square yard or better. Carpet shall be protected by "Scotchguard" or equal. The contractor shall thoroughly sweep area to remove all dirt and other foreign material from the work site at the end of each workday when work is completed. The Contractor shall fill all voids and depressions with a leveling compound and remove all raised spots in the floor. Vinyl edging shall be required at door openings. The target award date will be 17 January 2003. Period of Project Performance: The target start date for this project is 27 January 2003 with a completion date no later than 2 weeks from start date. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: The following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition. Full text clauses and provisions are available at farsite.hill.af.mil. 52.212-1, Instructions to Offers-Commercial Items; 52.212-2, Evaluation Commercial Items, with the following evaluation factors inserted in paragraph (a) of the provision: "Quotes shall be evaluated as to acceptable samples of fabric and carpet to include sufficient commercial detail description, color name and color number, descriptive literature for the seating, price, and delivery (project completion). Offerors who do not submit samples of carpet and fabric or literature for seating proposed will be eliminated from competition. Offerors shall provide alternate quotes when proposing more than one type of chair or carpet. Offerors shall indicate proposed project completion date on each proposal submitted. As this factor will be rated highly in evaluation, offerors are encouraged to submit alternate quotes proposing differing completion time lines. A best value award will be made to the responsible offeror submitting an offer found to be most advantageous to the government. The Basis of Award and evaluation factors are, in descending order of importance: (1) Completion date and Performance Period; (2) Acceptability of carpet and fabric samples in compliance with the specifications and (3) Seating proposed."; 52.212-3, Offeror Representations and Certifications-Commercial Items and Defense Federal Acquisition Supplement (DFARS) 252.212.7000, Offeror Representations and Certifications-Commercial Items are applicable to this requirement and offerors shall include a completed copy of the Representations and Certifications with their bid. The following FAR Clauses are applicable to this acquisition: 52.237-1, Site Visit; 52.237-2, Protection of Government Buildings, Equipment, and Vegetation; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, with the following clauses being applicable to the solicitation: 52.222-21, 52.222-26, 52.222-35, 52.222.36, and 52.232-33. Additionally, DFARS 252.204-7004, Required Central Contractor Registration; 252.212-7001, Contract Terms and Conditions Required To Implement Statutes Applicable to Defense Acquisition of Commercial Items, with the clause 252.225-7024 applicable. QUOTES ARE DUE: Quotes shall be received at HQ-USASOC ATTN: AOCO (Ella Porter), Fort Bragg, North Carolina, 28310, not later than 2:00 p.m. ET, 15 Jan 2003. Electronic submissions, to include fax and email, will not be accepted. Quotes and samples shall be mailed or hand carried to HQ, US Army Special Operations Command, ATTN: AOCO(Contracting), Bldg E-2929, Desert Storm Drive, Fort Bragg, NC 28310. Quotes shall include: (1) letter signed by an individual authorized to bind the organization, with a schedule of offered items to include Line Item 0001, Remove, Furnish and Install Carpet 1 Lump Sum, Line Item 0002, Remove, Furnish and Install Seating 1 Lump Sum, samples of carpet and fabric to include sufficient commercial detail description to allow evaluation for compliance, color name and number of carpet and fabric, and indication that the target installation date can be met, (2) completed Representations and Certifications, and (3) acknowledgement of any amendments that may be issued. Any amendments that may be issued will be published in the FedBizOpps, the same as the combined synopsis/solicitation. A site visit will be conducted on 3 January 2003 at 1:30 PM. No cell phones, pagers, palm pilots or laptop computers will be allowed in the building. Contractors interested in attending shall coordinate with Ms. Ella Porter no later than 4:00 PM 30 December 2002.
