Description

THIS IS A SOURCES SOUGHT ANNOUNCEMENT. THERE IS NOT A SOLICITATION AVAILABLE AT THIS TIME. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP). The United States Senate Office of the Sergeant at Arms (SAA) is is seeking sources for a Commercial Off The Shelf (COTS) Continuity of Operations Plan (COOP) software for writing 100 State Senate COOP plans. The SAA plans to procure an existing product and have the vendor adapt/customize the COOP software to the Senate needs. The SAA invites all qualified sources to respond to this sources sought notice. ALL REQUIREMENTS ARE MANDATORY. QUALIFICATION REQUIREMENTS: The vendor must be the proprietary developer and implementer of the COOP software. No implementers or resellers of second or third party software will be considered for this sources sought. The COOP software must be the current release. No beta or other prerelease versions will be considered. MINIMUM REQUIREMENTS: Software must: 1) be questionnaire based; 2) allow users to answer questions online and generate final COOP plans; 3) questionaire answers must automatically transmit into each COOP Plan template which must be Word or WordPerfect and permit numerous appendices; 4) transfer a draft COOP Plan to a readable format (Word or WordPerfect) without any conversion; 5) permit COOP Planning staff and State Office staff to review and update the COOP plans on-line; 6) automatically log and track each COOP plan and subsequent revisions; 7) allow the Senate System Administrator to set security/access levels; 8) provide audit trail; 9) be scalable; 10) be web based. The software will be hosted in house by the Senate. Responses to this sources sought request are due to the POC no later than January 6, 2003 12:00 Noon EST. To respond you must provide the following: 1) General Information about your firm * Company Name: * Address: * Point of Contact Telephone Number E-mail address * GSA Schedule Number if applicable * DUNS Number * Tax ID Number; 2) a statement indicating an interest and the capability to provide the COOP software; 3) statement of relevant experience; 4) address ability of the software to meet the minimum requirements; and 5) Provide three (3) recent (within the last 3 years) relevant past performance examples and include the following information: * Name of Client * Address * Point of contact Name Telephone Number E-mail address * Nature of the services you provided* Value of the contract. * Qualified sources should provide their response only via e-mail to Acquisitions@saa.senate.gov. Qualified sources who respond to this sources sought notice will be placed on a solicitation mailing list. The subject line of the email message should be COOP 2003-SS-014. It is anticipated a solicitation will be issued late January 2003. Telephone requests will not be honored. The Senate will not be responsible for any costs in the preparation of responses to this announcement. The solicitation will be issued electronically only.
