Description
This requirement calls for the installation of a "Giant Voice" system with a remotely (within confines of camp) operated broadcast system capable of radio frequency broadcast from two separate points to provide warning instructions for imminent danger posture preparations for Headquarters Kosovo Force (NATO), Film City Compound, Pristina, Kosovo (Europe). If sources are identified and an award would be made, the contractor would be required to provide an "off-the shelf" system that could be heard in all corners of the camp. The contractor would be responsible to conduct a survey to determine the audio system requirements and speaker placement to provide audible instructions for personnel conducting normal business and within sleeping quarters. The system would be required to be weatherproof and capable of handling the local temperature swings and shall be designed such that the indigenous bird species will not be able to nest in or around the speakers. If poles are to be used for speaker mounting, the poles shall have obstruction lights mounted on them and will be connected to the nearest existing electrical system. Visible strobe lights shall also be mounted next to the speakers so that they will be energized when the system is in use. The system shall also be capable of alerting signals other than just voice transmission. As a minimum, three different distinct sounds should be possible through activation from one of the two remote activation points. The required system would also be required to have two-way weatherproof communication capability such that a hot line is created with the two remote operating sites upon activation. A control or enunciator panel at both remotes sites shall show which station is functioning and which may need immediate attention due to system trouble. All units would be required to have 2 hour backup power supply in case commercial power is lost. The system shall also be capable of future expansion. The area for which the system would operate in is approx 400,000 square meters hosting 1,000 military/civilian personnel. Also within the confines of the compound is a headquarters building, CORIMEC temporary accommodation modules and a variety of support facilities such as gymnasiums, laundry, dining facility, shops and social clubs. Intent of this "sources sought" notification is to identify source(s), preferably, but not restricted to, those with European divisions/corporate offices capable of being able to provide the above generalized requirement in response to an impending solicitation.
