- Description
- The Office of Research Integrity (ORI), Department of Health and Human Services has requirement to obtain statistical computation and analysis assistance for ORI investigators in their oversight review of scientific misconduct cases and possible preparation for administrative hearings; continued development of DProbe, a windows based program in use by ORI to evaluate data sets to determine if the numbers may have been fabricated or falsified; and prepare oral presentations for one or more symposia hosted by ORI, as necessary. The Government intends to negotiate on a sole source basis with ABL Associates, Inc., 10216 Windsor View Drive, Potomac, MD 32054 for the services of Dr. James Mosimann, a biostatistician of international reputation and the developer of DProbe. The period of performance is 12 months from date of award, with one 12 month option period. Specifically, Dr. Mosimann shall be available to provide statistical advice to institutions conducting inquiries and investigations as part of ORI's rapid response (RRTA) program. The biostatistical advice provided may involve cases involving the design of clinical trials and other research projects. The contractor shall continue development of DProbe, which may include adding additional capabilities to the current version of the program. Finally, the contractor may prepare oral presentations which require a wide-ranging knowledge of past ORI cases and a thorough understanding of the statistical methods used to resolve issues and reach conclusions about whether scientific misconduct occurred. Dr. Mosimann provided the above services until his retirement from ORI in 1995 and has continued to provide assistance to ORI during the intervening years, and in addition, has published papers on statistical forensics and assisted in scientific misconduct investigations at other institutions. A labor hour award with a not to exceed ceiling under the terms of FAR Part 13 - Simplified Acquisition Procedures shall be made. No solicitation exists.
