- SIMPLIFIED ACQUISITION PROCEDURES DATE: DECEMBER 23, 2002 REQUISITION NO: 03Y001685 INTENDED SOURCE: THE GEORGE WASHINGTON UNIVERSITY DR. MICHAEL WISEMAN PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH OCTOBER 1, 2003 PURPOSE: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, AGENCY FOR CHILDREN AND FAMILIES, PLANS TO AWARD A SOLE SOURCE SIMPLIFIED ACQUISITION TO THE GEORGE WASHINGTON UNIVERSITY - DR. MICHAEL WISEMAN CLOSING DATE IS JANUARY 6, 2002. THE SPECIFIC OBJECTIVE OF THIS PROCUREMENT IS TO PROVIDE EXPERT RESEARCH, IDENTIFICATION AND ANALYSIS OF HIGH PERFORMANCE BONUS (HPB) DATA, HEALTHY MARRIAGE DEMONSTRATION INITIATIVE (HMDI), TEMPORARY ASSISTANCE FOR NEEDY FAMILIES (TANF) DATA ANALYSIS GROUP, TANF-RELATED RESEARCH, AND OTHER TECHNICAL ASSISTANCE. THE ADMINISTRATION PUTS GREATER EMPHASIS ON PERFORMANCE MEASURES AND HEALTHY MARRIAGES. THOUGHTFUL CONTRIBUTION TO THE NATIONAL DISCUSSION OF MORE EFFECTIVE PERFORMANCE MEASURES, BUILDING MORE EFFECTIVE PROGRAMS USING PERFORMANCE DATA, AND THE NECESSITY FOR BUILDING AND PROMOTING HEALTHIER MARRIAGES ARE KEY OBJECTIVES. SOLE SOURCE DETERMINATION IS BASED UPON THE CONTRACTOR'S EXPERIENCE AND EXPERTISE IN ANALYSIS OF HIGH PERFORMANCE BONUS DATA AND THE DEVELOPMENT OF ALTERNATIVE STATE PERFORMANCE MEASURES USING PRESENT HIGH PERFORMANCE BONUS DATA ELEMENTS FOR CRITICAL DECISION MAKING INFORMATION. THE CONTRACTOR IS UNIQUELY QUALIFIED TO ASSIST ACF WITH DEVELOPING PROPOSALS FOR MORE EFFECTIVE PERFORMANCE MEASURES OF THE TANF PROGRAM, AND CRITIQUING AND ANALYZING OF EVALUATION REPORTS. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE (FAR 6.302-1). A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. CONTRACTORS MAY FORWARD CAPABILITY STATEMENTS TO THE REFERENCED ADDRESS. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSES OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
