Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number is: 667-25-03 and is issued as a Request for Quotation (RFQ). Award will be made using part 13.5 test program for commercial items and the simplified acquisition procedures. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-10. This acquisition is a 100% Set-aside for Small Business. The North American Industry Classification System (NAICS) code is 421420 and the size standard is 100 employees. It was originally suspected that the equipment needed is currently under contract, but RFQ 9542 that was issued on November 12, 2002, through GSA Advantage, received 0 (Zero) responses. Statement of Work: The Overton Brooks Veteran Affairs Medical Center, located at 510 East Stoner Avenue, Shreveport, LA 71101, needs a vendor to furnish all necessary equipment, software/hardware, licenses, labor, tools, transportation/shipping, and personnel needed to install a new dictation/transcription system that is needed to digitally store the dictations of medical health care providers who dictate progress notes, discharge summaries, operation reports, nuclear medicine reports, radiology reports and history/physical exams for inpatients and outpatients. The digitally stored information will then be retrieved by our Medical Center transcription staff and vendor(s) who provide supplemental support for transcription of this stored data. Vendor must provide interface with existing and/or be compatible with all Department of Veterans Affairs systems and software. The equipment will need to have the capability of being upgraded in order to accommodate a higher traffic volume that may materialize in future years. The present system in place is not able to accommodate the increasing number of individuals that need to use the unit efficiently, without additional cost. With the implementation of the Computerized Patient Record System (CPRS), our present system has realized a 43% increase of users. We need a system that needs to support at least 48 dictation/transcription users at any one time. It will also need to record and store at least 600 hours of dictation documents. The system will also need to support at least 5 satellite users, at least 7 digital dictate stations with Datamics for barcode reading in radiology, interface with Department of Veterans affairs CPRS (Medical/Surgery), and the Health Level 7 (HL7) (Nuclear Medicine), and Picture Archiving Communications System (PACs) (Radiology) software. Our facility currently has DICOM (which is an American College of Radiology (ACR)-National Electrical Manufacturers (NEMA)) sponsored standard. A digital dictate station will be needed for Nuclear Medicine and support at least 18 telephone interfaces for call in access. At this time, our needs are 6 digital mobile dictation units with docking stations and include console software for satellite console for radiology network PC. The transcription stations must have large display windows. The system must support patient confidentiality and data base security must be maintained at all times. The vendor must provide local user training and one systems administrators school student as well as provide 12 months of guaranteed maintenance agreement. Technical and past performance, when combined are more important than price. The provision at 52.212-3, Offeror Representations and Certifications_Commercial Items (July 2002), applies to this acquisition. Quotes must be in writing and accompanied by a completed Representations and Certifications or they will be rejected. Facsimile quotes will be accepted; oral quotes will not be accepted. Award will be made to the offeror whose quote conforms to the requirements of the solicitation that best meets the minimum needs of the Government and is evaluated highest according to the criteria described above. Award may be made without discussions.
