Description

The contractor shall perform solid waste collection and disposal for approximately 1347 military family housing units and 84 industrial collection points at Fairchild Air Force Base, Washington. A requirements type contract will result from this solicitation. The performance period will be for a 7-month basic period, with an anticipated start date of 01 Mar 2003, and 4 one-year option periods. Foreign contractors are restricted from participating in this acquisition as prime contractor. In accordance with FAR 6.302-5, this requirement is exempt from competition as authorized or required by statute. Waste Management holds an exclusive franchise agreement with the Washington Utilities and Transportation Commission for the geographic area of Fairchild AFB; therefore, as mandated by the Resource Recovery and Conservation Act (42 U.S.C. ? 6961(a)), a required source for this requirement. A subcontracting plan is required in this acquisition. The solicitation will be issued on or about 07 Jan 03. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation will be made available only on the Electronic Posting System (EPS) website at http://www.eps.gov. No paper copies will be issued. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. The applicable North American Industry Classification System Code (NAICS) is 562111. The small business size standard is $10.5 million. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee must be registered in the Central Contractor Registration (CCR) at www.ccr2000.com database prior to award, during performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the CCR database will make an offeror ineligible for award.
