Description
NA DEPARTMENT OF DEFENSE (DOD) SMALL BUSINESS TECHNOLOGY TRANSFER (STTR) PROGRAM. (For further information, visit the DoD SBIR/STTR Program web-site at www.acq.osd.mil/sadbu/sbir.) Small high-technology firms, working with a research institution, are encour aged to submit proposals to DoD for R&D projects with both military and commercial applications in response to STTR solicitation 2003 which will be publicly released on the DoD SBIR Web Site (http://www.acq.osd.mil/sadbu/sbir) on January 2, 2003. DoD will begin accepting proposals in response to this solicitation on March 3, 2003. Five DoD components will participate in the STTR 2003 solicitation ? the Departments of the Army, Navy and Air Force; the Defense Advanced Research Projects Agency (DARPA) and t he Missile Defense Agency (MDA). The solicitation will list all the R&D topics under which DoD is seeking proposals, and will also contain detailed information on the parameters of the STTR Program and how to submit a proposal. Small firms apply first fo r a one year phase I award to test the scientific, technical, and commercial feasibility of a particular concept. Proposals are limited to 25 pages in length. If phase I proves successful, the firm may be invited to apply for a two-year phase II award to further develop the concept, usually to the prototype stage. On January 2, 2003, DoD will also publicly release on the DoD SBIR Web Site http://www.acq.osd.mil/sadbu/sbir the names of the STTR solicitation topic authors and their phone numbers. This wi ll give small companies an opportunity to ask technical questions about specific solicitation topics by telephone before they submit a proposal. Once DoD begins accepting proposals on March 3, 2003 such telephone questions will no longer be accepted. Pha se I proposals are to be submitted to the addressees designated in the solicitation, and must arrive no later than 5:00 P.M. EST time on April 16, 2003. Small firms participating in the STTR/SBIR program retain patent rights and technical data rights, in accord with Public Laws 97-219, 102-564 and 107-50. Participation in the DoD SBIR/STTR Program is restricted to small business firms, working with research institutions, organized for profit with 500 or fewer employees, including all affiliated firms.
