Description
NA The U.S. Army Soldier Systems Center intends to conduct negotiations with and award a contract to Heller Institute of Medical Research, Sheba Medical Center, Tel Hashomer Israel 52621, on a basis of other than full and open competition, reference FAR 6.302 -1(a) to conduct a study on the impact of ultraviolet (UV) and Solar radiation properties on Environmental Sensor and Prediction Modeling Assessment in order to develop and construct an environmental stress index (ESI) which includes the UV radiation compo nent. Heller Institute has access to the only site (in the Negev Desert, Israel) in the world with a below sea level, hot desert hyperbaric environment where direct and incident solar radiation penetrates in the unique manner that is needed for testing of thermal infrared meters. Nothing herein should be misconstrued as a request for proposal. No solicitgation document is available. See Note 22.
