- This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of the African Development Foundation (ADF). GovWorks/DOI intends to issue a requirement using Commercial Item Procedures (FAR 12.6) for ADF. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This requirement is 100% set aside for small businesses. The ADF is recruiting an individual on a contract basis to serve as the Executive Assistant to its President. All offerors must be able to qualify under the North American Industry Classification System (NAICS) code 561110 (Office Administration Services) size standard $5.0M. The following provisions and clauses apply to the acquisition: 1) 52.212-1, Instruction to Offerors-Commercial (Oct 2000); 2) 52.212-2, Evaluation-Commercial Items (JAN 1999); 3) 52.212-3, Offeror representations and Certifications-Commercial Items (JULY 2002); 4) 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2002); and 5) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 2002). Government Cost Estimate: $57,000-$60,000. The period of performance is from January 13, 2003 to January 12, 2004 and with 1 option year. Period of Performance: 12 Months. This position is located in the Office of the President, African Development Foundation (ADF) an independent agency of the Federal government. Incumbent serves as Executive Assistant to the President providing administrative and office management assistance, program development assistance, as well as secretarial assistance. Incumbent has full responsibility for the administrative management of the President's office with task levels ranging from regular and recurring to wide range, multi-faceted, highly sensitive, confidential, special and critical. Work activities relate not only to the President's activities and the management of the President's office, but also to various aspect of ADF's programmatic and administrative operations. Representative tasks are as follows. Establishes working schedule and makes necessary administrative arrangements based on a knowledge of the President's methods and on a current knowledge of the important and urgency of pending matters and workload; Maintains the President's appointment calendar with authority to rearrange the schedule, as activities of higher priority require; Insures that the President is informed of the subject and nature of each appointment, and obtains appropriate and necessary briefing materials; Regularly communicates with foreign constituency on behalf of the President. Interviews callers (U.S. Government officials, foreign official, representatives of academic institutions and international organizations, and other distinguished visitors) both in person and by telephone and ascertains the nature of their business; Furnishes them, whenever possible, with desired information based on knowledge of President's policies, the functions and procedures of the Foundation; Arranges conferences requiring the presence of top officials of the U.S. Government, representatives of governments of foreign countries, and representatives of private organizations; anticipates briefing material and data required, secures such materials from appropriate Foundation offices, and ensures that the information satisfactorily meets the needs of the President. Performs a variety of special assignments many of which are of a confidential nature for the President involving matters which cannot be or it is not desirable to assign to other offices, including preparation of material and reports concerning program and personnel matters. Handles sensitive, confidential information for the use of the President from the White House, Department of State, and other government agencies. Provides the President with oral and written reports on all special assignments. Analyzes and interprets reports, position papers, correspondence, documents and inquiries for the use of the President. Drafts replies to both official and personal correspondence for the signature of the President. Provides program operation assistance by analyzing and compiling both narrative and statistical data, prepares correspondence and reports and drafts President's comments on various program related issues. Maintains current knowledge of all activities of the President, relates and explains these views, aims and objectives, general policies and plans to key officers of the Foundation, as well as to ranking officers of other Federal agencies, members of the White House staff, members of Congress and their staffs, foreign dignitaries, representatives of business, industry, professional societies, associations and other private institutions. Communicates instructions of the President to key officials of the Foundation, advising them of actions required. Maintains the President's social calendar such as arranging luncheon meetings, issuing invitations for various affairs, handling protocol matters, coordinating visits from Heads of State which requires meeting and/or discussing security issues with the U.S. Secret Service, etc. Acknowledges invitations received by the President. Is responsible for the effective and efficient internal administrative management of the Office. Directs and reviews the work activities of support personnel. Provides instructions and advise to administrative and support personnel of other Foundation offices on office management polices, procedures, and practices relative to the agency's administrative operations. Performs other related duties as assigned. Knowledge/Education required by the Position. College degree, Masters Degree preferred or equivalent experience. Knowledge of office organization and management principles, procedures, practices and the ability to apply this knowledge in administratively managing an executive level office. Knowledge of overall Foundation missions and functions and the inter-relationship with other foreign aid activities as well as knowledge of the philosophy, duties, priorities, commitments, program goals, preferences and approaches of the President. Knowledge of standard secretarial and office practices, including word processor and typewriter keyboard proficiency as well as correspondence formats for White House, diplomatic, foreign and inter- government communications at the executive level. Ability to research and analyze administrative management issues and to develop, document and implement operational policies and procedures as well as the ability to organize, coordinate and direct work activities. Strong oral and written communication skills and the ability to deal with high-level foreign government officials and U.S. Officials. Experience dealing with African communications, currencies and international travel to include experience with Gelco Information Network Travel Manager Program Software. Evaluation criteria - Evaluation criteria will be weighted equally. Rating will be based on the following: 1. organizational skills. 2. Commun-ications skills, both verbal and written. 3. Experience dealing with high government officials and African representatives on various confidential issues. 4. Experience with Gelco Travel Manager Program and developing international travel arrangements. 5. Task and deadline oriented: Has a demonstrated ability to carry out assigned tasks and work independently and provide timely deliverables. 6. Computer skills with working knowledge with the following computer programs: MS Word, Excel, Power Point and Access Database. 7. Experience developing memorandums and reports, both verbal and written, at the executive level. Contract Award - The African Development Foundation is authorized to enter into personal service contacts under section 506(a)(5) of the African Development Act. Contract award shall be made to the responsible offeror whose offer(s), in conforming to this RFP, provides an overall best value to the Government; past performance, personnel qualification and cost considered. The Government's objective is to receive the highest quality Contractor possible at a realist and reasonable cost; however, between proposals that are evaluated as equality in quality, cost will become a major consider in selection of the successful offeror.
