Description
N68950-02-R-3023, Fire Suppression System B-3173 at the Naval Surface Warfare Center, Crane, IN. This RFP will be released via the Internet. All prospective offerors and plan rooms must be registered on the website. This RFQ will be available for viewing and downloading at http://www.esol.navfac.navy.mil. The official planholders list will be maintained and can be printed from the website only. Amendments will be posted on the website for downloading. This will normally be the only method of distributing amendments, therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS RFP. All contractual and technical questions must be submitted to Annette Taylor via e-mail to: taylor_annette@crane,navy.mil. The proposals will be evaluated on the Offeror?s technical submission and price quotation. Technical and price factors will be equal in significance. Offerors are required to submit separate technical and price proposals for the project. As a result of this Request for Proposal, the offeror determined to be the best in ability and value to the Government will be awarded this contract. The intention of this solicitation is to provide and install a new FM200 fire suppression system in the computer room of Building 3173, complete and ready for use. The work includes provision of necessary labor, transportation, materials, supplies, equipment, and supervision for work stated with in the project documents and incidental related work. The main scope of the project is to install a new FM-200 fire suppression system for the computer room in Building 3173. The following is a basic outline description of the work scope: Fire Protection The scope of this project is to install a new FM-200 total flooding fire suppression system for the computer room in Building 3173 including all pertinent systems such as mechanical and electrical necessary for a proper installation. The scope of work includes the modification and demolition of existing sprinkler protection and the extension of an existing pre-action system to protect the computer room. Work will include the removal of carbon dioxide fire suppression systems. Existing Notifier AFP 200 fire alarm system shall be modified to incorporate the new FM-200 system and eliminate existing fire alarm control panels for the building fire alarm system. The existing devices and circuits for the building fire alarm system can be reused. Provide new devices in the computer room to match the existing FM-200 system. Electrical Systems The scope of work includes installation of additional electrical circuits for new emergency lights and emergency exit signs. Work also to include minor rework of lighting control. Modify the emergency power generator to provide fuel shutdown upon activation of generator fire suppression system. Reconnect power shut down for the computer room to the modified fire alarm system Mechanical Systems The scope of work includes the installation of some ductwork, dampers and air diffusers into the computer room from a ventilation system in the adjacent room. Work to include the all required control equipment and connection to existing building system controls and the fire alarm system. Architectural The scope of work includes installing a small cross-corridor fire rated wall, door and window. Work also to include rework of lay-in ceiling as necessary to complete scope of the entire project.obtain all labor, supplies, materials, equipment, transportation, facilities, utilities, supervision and management; unless otherwise specified; required to provide a Fire Suppression System B-3173 at NSWC Crane, IN. Contractors are expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may effect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract has been awarded. The accomplishment of this work effort will be via a Firm Fixed Price Contract utilizing the Commercial Acquisition Procedures found in Federal Acquisition Regulations Part 12. This proposed contract will be issued as an Unrestricted Procurement. The North American Industrial Classification System (NAICS) code is 238220 Plumbing, Heating & Air Conditioning Contractors. The Small Business Size Standard is $12.0 Million. Proposals are due January 23, 2003 at 4:00 p.m. local time, Crane, Indiana.
