Description
NAICS Code: 541990 The U.S. EPA, ORD, National Risk Management Research Lab., Sustainable Technology Div., Cincinnati, OH, intends to negotiate on a sole source basis with Dr. B. Roy Frieden of the University of Arizona, under the authority of FAR 6.302-1. This requirement is for the development of a mathematical theory of sustainable systems. The contractor shall generally apply the Extreme Physical Information Principle (EPI) and information theory to the development of theories and mathematical models for complex, dynamic systems. These systems have some or all of the following characteristics: non-periodic behavior, random or chaotic patterns, variable numbers of parameters, overlapping periodicities in the parameters, and changing covariance among the parameters. The systems will be ecological-socio-economic systems composed of ecological, economic, and social elements. This is a follow-on requirement to continue the work from preceding contracts. The underlying concepts of this theory are based on the work of Professor B. Roy Frieden. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA requirements may submit requisite technical documentation to establish the potential of meeting the specifications. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures.
