- Description
- This modification is being submitted to change the date of receipt of proposals from 12 noon December 23, 2002 to 12 noon January 15, 2003. Synopsis for Cooling Tower Replacement at the William J. Green, Jr. Federal Building, 600 Arch Street, Philadelphia, PA. This project is a full and open negotiated procurement with Definitive Responsibility Criteria (DRC's). This project includes but is not limited to the following work: removal of four 1000 ton field fabricated wood cooling towers, installation of four new galvanized steel cooling towers, all rigging, electrical and structural work indicated on the contract drawings, all controls, piping and balancing, removal of existing dry sprinkler system, protection of the roof, and roof repairs. The project must be phased to avoid disruption of the operation of the cooling plant. The approximate duration of the project is for 365 calendar days. Estimated Cost is $1,000,000 - $3,000,000. The NAICS Code is 235950. The solicitation GS-03P-03-AZC-0002 will be issued on or about October 28, 2002. Interested parties should fax a request to GSA at (215) 656-5836. This solicitation will be issued as a full and open negotiated procurement with Definitive Responsibility Criteria (DRC's). The DRC's are as follows: General Construction Bidders/Offerors Past Experience including Project Manager, Project Engineer, MEP/Operations Coordinator, and Safety Engineer; Mechanical Subcontractor definitive responsibility criteria; and Implementation Plan. Definitive Responsibility Criteria In order for the bidder/offeror to be deemed responsible, which is a mandatory condition for award of the contract, both the General Construction Bidder/Offeror and the subcontractor, who will perform work under the contract MUST meet certain criteria. The Bidder /Offeror must submit evidence demonstrating that the bidder/offeror meets the definitive responsibility criteria for the general construction bidder /offeror with the bid, including the criteria for the Project Manager, Project Engineer, and Superintendents. The Bidder /Offeror with the bid/offer must submit evidence demonstrating that the proposed subcontractors meet the applicable responsibility criteria. FAILURE TO SUBMIT THE REQUIRED EVIDENCE AND /OR RELATED INFORMATION AS REQUESTED BY GSA WILL RESULT IN A FINDING OF NON-RESPONSIBILITY as defined by FAR part 9. A. General Construction Bidders / Offerors Past Experience: 1. The bidder/offeror shall have successfully completed, within the last five- (5) years, at least two (2) separate projects, similar in scope of work, with a construction cost of five hundred (500) thousand dollars or more, each involving phased renovations. Projects deemed to have been successfully completed are those which were considered to be successful by the building owner, or their representative, with respect to schedule, cost, and quality of work. Also, projects listed should demonstrate the bidder's / offeror's ability to maintain uninterrupted operations in any area affected by these construction projects. Projects not meeting this requirement will NOT qualify. 2. Definitive responsibility criteria must be met for the bidders'/offeror's (general contractor's) designated full-time on site Project Manager, Project engineer, and MEP/Operations Coordinator , and Safety Engineer.Subcontractors cannot fill these positions; the personnel are required to be employees of the general contractor. The criteria is as follows: a. All must have been an employee of the bidder/offeror for at least the previous two (2) year period. b. The Project Manager shall possess a four (4) year college degree and at least five (5) years of construction experience, or ten (10) years of Project Engineering/Management construction experience and have worked on two (2) similar projects with a minimum value of five hundred (500) thousand dollars. c. The Project Engineer shall possess a four (4) year college degree and at least three (3) years of construction experience, or seven (7) years of Project Engineering/Management construction experience and have worked on two (2) similar projects with a minimum value of two hundred fifty (250) thousand dollars. d. The MEP/Operations Coordinator shall possess at least five (5) years of construction experience and have worked on two (2) similar projects with a minimum value of five hundred (500) thousand dollars. e. The Safety Engineer shall possess at least five (5) years of construction experience and have worked on two (2) similar projects with a minimum value of two hundred fifty (250) thousand dollars. f. The proposed project manager, project engineer, or superintendent, must have been a full-time for at least one (1) renovation project of one million dollars or more in total construction cost and within partially/fully occupied space. This experience must have been as a general contractor's project manager, project engineer or superintendent, with responsibilities that include managing, sequencing, overseeing quality control, and coordinating the work of subcontractors. This experience does not need to have been with their current employer. g. All information required by Section "A" regarding the qualifying Projects, and Project Manager, Project Engineer, MEP/Operations Coordinator, and Safety Enginner must be submitted by the bidder/ offeror with the bid/ offer. 3. For each Project identified, bidders / offerors will be required to provide the following information: a. Name and Location of the project. b. Description of the work. c. Description of the work performed by the proposed project manager/superintendent, including their role/title on the project. d. Total dollar value of the project and the value of work completed by the contractor. e. Size of the project. f. Completion date of the project. g. One owner contact, including the owner's name, current address, current telephone number, and a knowledgeable reference (either the Owner or Architect's representative during construction, or the individual currently responsible for the Building. Projects with references that cannot be contacted will not qualify. B. Definitive responsibility criteria for Mechanical Subcontractor: 1. Definitive responsibility criteria for subcontractors performing Mechanical work MUST be met, and demonstrated as a condition of contract award to the bidder. In addition to meeting the experience, and qualification requirements set forth in the technical sections of the specifications for the work they will perform, the mechanical subcontractor must demonstrate a past relationship with the bidder/offeror, and successful experience on two (2) projects, completed within the last five (5) years, one (1) of which was $500,000 or more. One of the two projects must have involved the replacement of cooling towers in a fully occupied multistory building, as described above for general contractors. This experience may be with any general contractor. Bidders/offerors may propose more than one (1), and a maximum of four (4) potential mechanical subcontractors. If none of the proposed subcontractors meet the required criteria, the bidder/offeror will be determined non-responsible. 2. For each Project identified, bidders/offerors will be required to provide the following information: a. Name and Location of the project. b. Description of the work. c. Description of the work performed by the proposed project manager/superintendent, including their role/title on the project. d. Total dollar value of the project and the value of work completed by the contractor. e. Size of the project. f. Completion date of the project. g. One owner contact, including the owner's name, current address, current telephone number, and a knowledgeable reference (either the Owner or Architect's representative during construction, or the individual currently responsible for the Building. Projects with references that cannot be contacted will not qualify. Any Prime offeror proposing to perform the major mechanical portion of this project to the extent that no major mechanical subcontractor will be utilized, the Prime offeror must meet the requirements of the definitive responsibility criteria (DRC's). By proposing to perform the major mechanical work, in place of utilizing subcontractors, the prime offeror takes on the responsibility of meeting the DRC's as specified. C. Implementation Plan: 1. The Bidder /Offeror must submit an explanation of how they plan to deal with the logistical issues associated with the tasks of this project such as hoisting the new cooling towers onto the roof and removing the old towers. 2. The Bidder/ Offeror must submit a schedule and a description of how the project will be phased so that the operation of the Byrne/Green complex is not disrupted. NOTE: This solicitation includes Sensitive But Unclassified (SBU) building information. The Bidder / Offeror must submit the attached DOCUMENT SECURITY FORM signed by the bidder / offeror. The document requires a copy of the business license, a DUNS Number and a IRS TAX ID Number. Request for Construction Documents Exhibit _______________ Attachment _______________ Solicitation _______________ DOCUMENT SECURITY NOTICE TO PROSPECTIVE BIDDERS/OFFERORS This solicitation includes Sensitive But Unclassified (SBU) building information. SBU documents provided under this solicitation are intended for use by authorized users only. In support of this requirement, GSA requires bidders/offerors to exercise reasonable care when handling documents relating to SBU building information per the solicitation. REASONABLE CARE: 1. Limiting dissemination to authorized users. Dissemination of information shall only be made upon determination that the recipient is authorized to receive it. The criterion to determine authorization is need-to-know. Those with a need-to-know are those who are specifically granted access for the conduct of business on behalf of or with GSA. This includes all persons or firms necessary to do work at the request of the Government, such as architects and engineers, consultants, contractors, sub-contractors, suppliers, and others that the contractor deems necessary in order to submit an offer/bid or to complete the work or contract, as well as maintenance and repair contractors and equipment service contractors. NOTE: It is the responsibility of the person or firm disseminating the information to assure that the recipient is an authorized user and to keep records of recipients. Authorized users shall provide identification as set forth below: Valid identification for non-Government users. Authorized non-Government users shall provide valid identification to receive SBU building information. The identification shall be presented and verified for each dissemination. Valid identification shall be all items (a) through (c), below, and including item (d), as necessary: (a) A copy of a valid business license or other documentation granted by the state or local jurisdiction to conduct business. The license at a minimum shall provide the name, address, phone number of the company, state of incorporation, and the name of the individual legally authorized to act for the company. The business must be of the type required to do the work. A general contractor?s license may be substituted for the business license in states that issue such licenses. In the rare cases where a business license is not available from the jurisdiction, the information shall be provided and testified to by the submitter; and (b) Verification of a valid DUNS Number against the company name listed on the business license or certification. Verification may be obtained through http://www.fpdc.gov, or by calling Dun & Bradstreet at 703-807-5078 to set up an account; and (c) A Valid IRS Tax ID Number of the company requesting the information; and, as necessary, (d) A Valid picture state driver?s license shall be required of person(s) picking up SBU documents. Phone verification must be made to a previously validated authorized user that the individual(s) picking up the documentation is authorized to do so by the company obtaining the documents. SBU documents will not be released to any individual or firm who has not, either previously or at the time of pickup, supplied the required documentation as outlined in paragraphs (a) through (c), above. 2. Retaining and destroying documents. The efforts required above shall continue throughout the entire term of the contract and for whatever specific time thereafter as may be necessary. Necessary record copies for legal purposes (such as those retained by the architect, engineer, or contractor) must be safeguarded against unauthorized use for the term of retention. Documents no longer needed shall be destroyed (such as after contract award, after completion of any appeals process or completion of the work). Destruction shall be done by burning or shredding hardcopy, and/or physically destroying CD?s, deleting and removing files from the electronic recycling bins, and removing material from computer hard drives using a permanent erase utility or similar software. 3. Term of Effectiveness. The efforts required above shall continue throughout the entire term of contract and for what specific time thereafter as may be necessary, as determined by the Government. Necessary record copies for legal purposes (such as those retained by the architect, engineer, or contractor) must be safeguarded against unauthorized use for the term of retention. 4. Written agreement of disposal. For all contracts using SBU building information, the contractor shall provide a written statement that he and his subcontractors have properly disposed of the SBU building documents, with the exception of the contractor?s record copy, at the time of Release of Claims to obtain final payment. Documents no longer needed shall be destroyed (such as after contract award, after completion of any appeals process or completion of the work). Destruction shall be done by burning or shredding hardcopy, and/or physically destroying CDs, deleting and removing files from the electronic recycling bins, and removing material from computer hard drives using a permanent erase utility or similar software. The recipient acknowledges the requirement to use reasonable care, as outlined above, to safeguard the documents and, if not awarded, the contract (and at the completion of any protest/appeal process) will make every reasonable and prudent effort to destroy or render useless all SBU information received during the solicitation. I agree that I will abide by this agreement and will only disseminate Sensitive But Unclassified (SBU) building information to other authorized users under the conditions set forth above.
