- DESC: This is a combined synopsis solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The Solicitation Number is MDA410-03-Q-0044. This action will be processed using simplified acquisition procedures on an unrestricted basis. The NAISC code is 611710. The Department of Defense Education Activity (DoDEA) is an education activity and qualifies for academic/educational pricing. DoDEA, on behalf of DoD Domestic Dependent Elementary and Secondary Schools (DDESS), requires a certified Hearing Impaired Teacher to provide part time staff support services to the Special Education Program at West Point Schools located on the U.S. Military Academy (USMA) at West Point, NY. 1. BACKGROUND: Hearing Impaired (HI) services, as a related service in support of special education services is a mandated component of special education services to DoDEA students with disabilities under the 32 CFR Part 80 entitled, "Provision of Early Intervention Services to Eligible Infants and Toddlers with Disabilities and Their Families, and Special Education and Related Services to Children with Disabilities within the Section 6 School Arrangement." The Case Study Committee (CSC) is responsible for determining if a student requires HI in accordance with a student's Individualized Education Program (IEP) goals. An IEP is the document written by the CSC that establishes the goals and services that must be provided to a student with a disability in order to provide a Free Appropriate Public Education (FAPE). The required services shall be provided with linkage to the educational needs of the student rather than to the medical needs of the student. 2. TECHNICAL QUALIFICATIONS: The Contractor shall: a. Be a certified HI Teacher; b. Have experience with linkage of goal development and services to educational needs rather than medical needs; c. Have experience with the development and implementation of IEPs. 3. REQUIREMENT: The Contractor shall: a. Provide direct (on-site) and indirect (off-site) HI services in accordance with IEP goals. b. Provide consultative services to staff at WPS, parents, and students in accordance with IEP goals. c. Develop revised IEPs for students found eligible for services. d. Complete educational assessments per the request of the Case Study Committee (CSC). 5. SCHOOL YEAR (SY) CALENDAR: The actual school calendar (with holidays, in-service days, etc.) shall be provided to the contractor upon award. These services are required for the Spring session Jan - 6 Jun 03 and Summer Session: 9 June to 31 July. 03. 6. PERIOD OF PERFORMANCE: Upon date of award - approximately 31 July. 03. Actual service hours shall be based upon student load/requirements which may increase/decrease during the school year and may/may not be required for the summer session. 7. DELIVERABLES: a. Provide special education services in support of West Point Schools Special Education Programs, SY 02-03 Spring session, Jan - 6 Jun 03. b. Provide special education services in support of West Point Schools Special Education Programs, if required, SY02-03 summer session 9 June - 31 Jul 03. 8. PUPIL PERSONNEL SERVICES COORDINATOR (PPSC). a. The contractor, in providing services under this contract, shall coordinate with and report to the PPSC: Rhonda La Venuta, Pupil Personnel Services Coordinator, NY/VA DDESS at Quantico, (703-432-0048), rlavenuta@qds.odedodea.edu. b. As provided within the contract schedule only, the PPSC may provide direction and answer the questions related to the contract activity. However: 1) The PPSC is not authorized to approve/authorize any change to the contract scope of work. 2) The PPSC is not authorized to approve/authorize any additional charge to the contract. c.
