- The Air Armament Center (AAC), Eglin AFB, FL intends to solicit, negotiate, and award a sole source Firm-Fixed Price contract under Federal Acquisition Regulation (FAR) Part 13.5, Test Program for Certain Commercial Items, to Sunshine Aero, 5545 John Givens Road, Hangar B, Bob Sikes Airport, Crestview, FL 32539, (850) 682-6811 for the leasing of aircraft to meet test requirements. The North American Industry Classification System (NAICS) code for this acquisition is 532411, with a small business standard size of $6.0 million. If you feel you can provide this service, please provide your qualifications and experience in this particular area and identify whether you are a large or small business based on this NAICS Code. The requirement is for flight test support using a variety of aircraft. Which aircraft are used will depend upon test program requirements. Additionally, it may be required that these aircraft be extensively modified to carry government and/or contractor owned data collection equipment or test payloads. Aircrews must have professional flight test experience supporting ground radar, air-to-ground and ground-to-air C3I systems, and munitions captive carry and release test programs. Aircrews must be experienced in military operations and be familiar with the customary flight test profiles used to evaluate the previously listed systems. Emergency mission scheduling must support a 24-hour response time. Aircraft use will be priced by the day and operating hours used. Billing to the government will be at fixed rates published in the vendors Flight Test Price Catalog. Prices will reflect the local Eglin area rates and non-Eglin operations will be billed at a fixed rate that includes deployed operations costs. The following aircraft will be required to meet test program requirements: SABERLINER, KINGAIR, BEECH 18, PA-31, NAVAJO, PA-24, COMMANCHE, CESSNA 310, CESSNA 150, HELICOPTER. For selected missions two or more of the same type aircraft may be required. Other aircraft may be substituted for the above with the program manager's concurrence. Aircraft modifications needed to carry government or contractor owned data recording devices shall be billed to the government. Maintenance labor to construct and install the modification shall be charged at a per hour rate. Preflight installations of government or contractor owned data recording devices will be billed per occurrence. Vendors must be approved and registered in Central Contractor Registration (www.ccr.gov) before award can be made. The period of performance will be for one base year with four one-year options.
