- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Solicitation R8-03-04 is issued by the USDA Forest Service as a Request for Quotes. The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 01-09. This is an 8a set-aside procurement. General Specifications Trainining Facilitator for NEPA Statement of Work: NAICS 561110. Statement of Work:(Forest Plan Implementation Courser 1900-1) Requesting Site: USDA Forest Service 1720 Peachtree Road NW Atlanta, GA 30309 A. Training Facilitator for the USDA Forest Service (FS), Southern Region. This statement of work describes elements required to provide (or offer) the Forest Plan Implementation Course - 1900-1 for the Southern Region upon request from the Regional Office or National Forests. B.Overall Approach: The objective of this project is to identify a vendor that will provide the Forest Service with a Forest Plan Implementation Training Course upon request. The Forest Service will provide the patent of the Forest Service training materials that the contracted facilitator can use to conduct the training. The Course, 1900-1, is designed for the following outcomes: Students will be able to use the forest plan to generate possible management practices. Develop a proposed action. Perform the environmental analysis Document that analysis, and Write a decision document. C. Scope of Work: The contractor shall provide instructors, materials, and teach a course designed for USDA Forest Service line officers and employees who participate on/or are consultants to Interdisciplinary Teams (IDT) that conduct environmental analysis (including ID team leaders, resource professionals, and public affairs specialists)for each course will require 3 to 5 instructors. The subject material is taught with participants working through example problems as individuals, small groups, and ID teams. These exercises comprise about 40% of the class time. Information is presented to the students through use of anecdotes, analogies, and real examples where possible. Each student will be given a notebook containing all the references needed to do the tasks back on the job. The Course requires 5 days of instruction. D.1 Period of Performance: The period of performance for this contract will be November 19, 2002 through September 30, 2003. D.2 Travel: The Contractor will be required to travel to various locations within the Forest Service or cities nearby to conduct NEPA training. The cost of travel should be included in the total cost of the vendor to conduct a training session. Contractor must produce receipt for all expenses. Contractor must honor Government per diem rates listed in the Federal Travel Regulations. The per diem rates can be accessed via website http://www.policywork.gov/org/main/mt/hmepage/mtt/perdiem/perd03d.html. D.3 Payment: The contractor may submit invoices to the designated individual. All invoices are to be itemized. D. System Environment: Only National Forests located within the Southern and Eastern Regions can request to have NEPA training which include the Atlanta and Milwaukee Regional Offices 8 & 9. E. Working Environment: Contractor can administer the training at the site that will be advantageous to the Government, such as the Forest Service facilities, nearby hotels or facilities, and contractor's worksite, if it is within the scope of travel regulations for Government employees. (Consult with Forest Service on the location of training). Contractor must have a flexible schedule. Consult with Forest Service experts of NEPA on any upgrades amendments. Contractor should have the knowledge of land management with focus on NEPA. F.1 Recommendation: A minimum of three instructors is required (The course is designed for 5 instructors and one assistant). Work closely with Forest Service contacts to assure training materials are geared towards Forest Service. Provide a course evaluation to participants to assure FS needs are being met. Provide a copy of the completed evaluation to Forest Service contact. Provide a contact person who will handle all Forest Service training requests and inquiries. Provide invoice after each session, including remit address, tax identification, total charges itemized, and service rendered. NOTE: Forest Service is net 30 days and tax exempt (USDA Forest Service should not be charged tax for any services, supplies, or equipment.) Provide materials at each training site...Reference Notebook, Workbook (Exercises), Notebook (contains power point handouts, blank forms, name tags, and miscellaneous supplies). Work with Forest Service to select designated training site assure all the logistics, i.e., audio, hotel, equipment are final and contact Forest Service prior to session. F. Tasks and Deliverables: Task 1 Provide NEPA Training for Forest Service using existing patent materials following course outline, content, and exercises. Work closely with Forest Services NEPA expertise to assure that any modifications in the training materials are satisfactory with Forest Service. Note, this will be a joint effort between Forest Service and the contractor in the early stage of development. Task 2 Contractor has permission to use patent materials developed by the Forest Service Headquarter located in Washington, DC. Contractor must converse with Forest Service representatives to assure materials are within the laws and regulations of the Government. Task 2 Deliverables: Contractor must provide a copy of the original content Reference material, Notebook, Workbook, CD of visual aids and instructor's script, and copy of instructors manual. H. Evaluation Criteria: The following factors will be used in the evaluation of quotes: Price Past Performance (Quoters should submit a maximum of three references.) Items supplied by the Forest Service, Banners, and 5 flip charts. Note, Contractor must provide an alternate source when primary contractor is unable to meet the needs of the Forest Service for a particular session. Award will be made on a best value basis. FAR 212-4 contract Terms and Conditions applies. FAR 52.212-5 contract Terms and Conditions Required to Implement Statues of Executive Order-Commercial Item applies and includes FAR clauses 52-222-25, 52.222-26, 52,222-36 and 52.222.37.
