- USAID will post a request for proposals (RFP) for indefinite quantity contracts (IQCs) with time and materials (T&M) pricing for technical assistance in the area of pre to post privatization. USAID estimates awarding up to five contracts, consisting of up to four unrestricted contracts and one set-aside contract for small business (on the condition that it is capable of undertaking the work). USAID anticipates that the maximum ordering limitation of the contracts resulting from this RFP will be $500,000,000 over the five-year ordering period. Note also that this ceiling applies across all contracts and cannot be exceeded in the aggregate. Note that there is no guarantee on the number of contracts awarded or the number of orders that any one firm will receive beyond the minimum stated in the RFP. The RFP will be posted only at www.fbo.gov. In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. Requests for other copies of the RFP will be disregarded without notice to the requestor. Proposals are expected to be due on March 7, 2003. The purpose of these IQCs are to empower missions to engage in the full range of pre to post privatization services by enabling them to obtain technical assistance and training through a structured and simplified procurement system. In the process, the Privatization II IQCs seek to build upon the work completed under the original Support for Economic Growth and Institutional Reform (SEGIR) Privatization I IQCs, accumulating the intellectual and technical resources necessary to better understand, and thereby use state of the art technical assistance to foster economic growth. Finally, USAID seeks to advance state-of-the-art practice within the international donor community by making contributions to development theory. Activities will fall within the following functional areas: (a) Asset Transfer & Restructuring Assistance (b) Policy & Institutional Framework Development, (c) Post Privatization and Competitive Markets Development; (d) Private Provision of Public Services; and (e) Knowledge Management & Technical Leadership.
