- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with the University of Maryland, College Park, MD under the authority of FAR 13.106-1(b) - Only one responsible source. This requirement involves performance of research to pursue applications of single-electron tunneling (SET) devices to probe charge transfer in molecular conductors. Specifically, the University will conduct research using a SET transistor as a detector of sub-one electron charge transfer., to determine physical and material properties that will be required to design the instrumentation and devices required for this project. In addition, the University will determine fabrication requirements for the manufacture of the device designed. The University, with Dr. Prof. Michael Fuhrer as principal investigator, is uniquely qualified to carry out the research, given the specific expertise and experience in SET technologies relevant to the study of molecular electronics or to other metrological purposes molecular electronics. The period of performance for this requirement is twelve (12) months with an option for an additional year. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the date specified in this synopsis. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Quotation (RFQ) package is not available.
