- Description
- The Government has a requirement for professional A/E Services and Industrial Hygiene Services for Project 646-03-109U, Critical Care Improvements, Building 1, Third Floor, Critical Care Units (CCU) which includes Surgical Intensive Care Unit (SICU), Medical Intensive Care Unit (MICU), physician conference rooms, classrooms, waiting and storage areas at the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. The full design will include two phases of construction to be obligated in separate fiscal years. Maximum area to be included in the scope of the project is 18,900 + 10% square feet. The project involves primarily nonrecurring maintenance such as upgrading and labeling electrical panels, replacement of existing air distribution systems to meet modern requirements, replacing nurse call systems and patient bedside units, replace/install ceiling systems, lighting and upgrading of finishes and other interior design elements. Specific design services shall include improvements to the physical environment of the MICU and SICU patient care areas for each unit, providing more =93computer space=94 and less =93desk space=94, reconfigurin= g clerical support to allow interaction with visitors and incorporate a full patient monitor system upgrade. Maximizing the efficiency of space functions by installing modular storage systems for supplies, provide space for isolation carts in the workspace, provide space for physician conference rooms and improvement to existing classroom space. Construction will need to be addressed in multiple phases to allow SICU and MICU patient care services to continue in alternative swing space during construction. Construction documents should include all phasing and necessary work to prepare the swing space and provide a smooth transition of patient care services to alternative space. Construction solicitation for these phases will occur separately in different fiscal years to accommodate budget constraints. Update of finishes, casework and other interior design elements throughout the project area to modernize the appearance of all spaces. Evaluate necessary directional signage for the CCU areas and incorporate changes as necessary to ensure proper visitor control and traffic flow. Ensure patient privacy criteria are met (i.e. computerized information and patient privacy in patient rooms).. All designs shall be accomplished in accordance with the VA guidelines and specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. The A/E shall pay particular attention to USAF, NFPA, BOCA, VA Handbook 7610 space criteria and VA program guide PG-18-14 =93Room Finishes, Door and Hardware Schedule=94, and VA guidelines and specifications and all other applicable codes, regulations and requirements. Disciplines involved will include architectural, structural, electrical, mechanical, including HVAC and control replacement, asbestos abatement, monitoring, and site modifications. A/E shall provide complete investigative services; site survey to evaluate existing conditions; and shall provide coordination, review and consultation services through completion of the entire project. A/E shall provide professional Industrial Hygiene Services to perform asbestos survey, investigations, bulk sampling, asbestos removal specification and drawings, and monitoring in appropriate areas during construction period services. A/E shall prepare schematics and design development to include drawings, estimates and specifications. A/E will provide three review sessions: Schematic (due within 14 days from date of award), 50%, and 100% (each due within 21 days from receipt of review comments).=20 Schematic submission shall include three (3) copies of narrative report addressing items listed in design requirements and any additional A/E recommendations. Schematic submission shall include three (3) sets of architectural floor layouts for each option being considered based on space required and VA space criteria with recommendation on the most efficient and effective floor layout and the reasons for the preference. Schematic submission will also show equipment to be used in each room/area. All drawings shall be 1/8=94 scale. Schematic submission will include two (2) copies of preliminary cost estimates for each option being considered. 50% submission will include three (3) copies of narrative report, the report should include identifying potential bid deduct alternatives, recommended construction phasing based upon discussions with the program manager and any design calculations or analysis. 50% submission shall include six (6) sets of all drawings (blueline copies) updating all previous comments required by project, produced on IBM compatible Auto CAD 2000 software, two (2) copies of updated itemized cost estimate by spec section or trade (labor, material and equipment) and also by VA criteria, NRM, Minor, BSER and BSEA. Six (6) copies of custom edited VA Master Specifications for sections to be used for project, Index and a master submittal list under Spec Section 01340 of all the submittals required by the specifications. One (1) copy of each color board showing the interior design scheme for each area, east west and center including an inventory of materials/manufacturers recommended for use for approval and prepared for order by the VA Interior Designer. Three (3) copies of Infection Control Risk Assessment. 100% submission will include the three (3) copies of narrative report addressing finalizing bid deduct alternatives, recommended construction phasing based upon discussions with the program manager, and any design calculations or analysis; three (3) sets of drawings (blueline copies) updating all changes required by project; two (2) copies of final itemized cost estimate organized by spec section (labor, materials and equipment) and also by VA criteria. Include dollar amounts for each bid deduct alternative. Three (3) copies of final project specification prepared on IBM compatible =93Microsoft Word=94 software. Include a master submittal list in the specifications. One (1) copy of each color board showing the finalized interior design scheme (fabrics, finishes, furniture layout and plans) for each area. Twenty (20) sets of Construction Documents (drawings and specifications) are required at 100% completion 14 days after final submission approval. All construction drawings shall be provided on AutoCAD 2000 and specifications in Microsoft Word 5.0 or higher. A/E construction period services shall include review of all submissions and provide recommendations to the VA, review and provide replies to contractor RFI=92s, contractor=92s cost estimates. A/E shall make site visits and prepare written reports to include agreed upon changes in design as determined necessary during construction, participate in partial/final acceptance inspections and generate punch list items for completion. After construction A/E shall prepare and submit accurate, complete as-built drawings on AutoCAD 2000. Procurement is open to small businesses only. The NAIC Code is 541330 with the small business size standard of $4.0 million. Construction cost estimate is between $500,000.00 and $1,000,000.00. Award will be made to the A/E judged by the VA to be the best qualified for the work. See Numbered Note 24. The following additional factors will also apply: 1) Evaluation of knowledge of healthcare facilities and prior successful experience designing projects of this size, nature and cost; 2) Reputation and standing of firm and principal officials with respect to professional performance, general management and cooperativeness; 3) Record of significant claims against client because of improper or incomplete architectural and engineering services; 4) Specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team. Area of consideration is limited to a 60-mile radius from the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. Award is subject to availability of funds. This is not a request for proposal. All interested, responsible and qualified business firms within the geographic limitation desiring consideration shall submit three (3) copies of SF254 and SF255 to arrive no later than COB (4:30PM EST) 1/24/03 directly to the attention of Kathleen Grundza (04A1-H), VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206. =09
