- The National Park Service at the Statue of Liberty National Monument is issuing a solicitation for a 149 passenger, double deck, steel hull vessel. This vessel shall be able to perform in all types of weather 12 months a year in the waters around the New York area. This vessel will be used for transporting personnel for trips less than 30 minutes. This vessel shall have U.S. Coast Guard certification to carry passengers for hire on lakes, bays and sounds operations. The dimensions of the vessel shall be between 65 and 75 feet in length by approximately 22 feet beam. This vessel shall obtain a minimum speed of 18 knots fully loaded with fuel, gear and at full passenger capacity. The solicitation, to include the Description of Need, will be posted to the websites, http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about December 30, 2002. No hard copies of the solicitation will be mailed or issued directly from the contracting office. TELEPHONE, VERBAL, EMAIL OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE RECOGNIZED OR HONORED BY THE GOVERNMENT. To gain a full understanding of the requirement, interested contractors are strongly encouraged to attend the site visit where the Government will use the current vessel to demonstrate the intended use of the new vessel. A site visit for this solicitation is scheduled for Tuesday, January 14, 2003 at 10:00 AM, local time at Ellis Island. Each contractor may send up to three (3) attendees to represent their company at the site visit. Interested contractors must provide the following individual personal information for all who are proposed to attend the site visit: full name, home address, date of birth, sex, race, height, weight, eye color, hair color, and social security number. The individual personal information will be used by the Government to perform security related background investigations on all personnel proposed to attend the site visit. Subsequent individual approval or disapproval of proposed site visit attendees will be determined by the Government. If your company is interested in sending representatives to attend the site visit, contact Ryan Parker, Contract Specialist, at 212-363-3206 x114, or Caval Ordde, Procurement Technician, at 212-363-3206 x126 and provide the above specified individual personal information of all proposed attendees no later than 1:00 P.M. local time on Thursday, January 9, 2002. This solicitation is being issued under the authority of the Federal Acquisition Regulation Subpart 13.5 (FAR 13.5) "Test Program for Certain Commercial Items". Therefore, Simplified Acquisition Procedures will be used for this solicitation. The NAICS code for this project is 336611 with a size standard of 1,000 employees. This acquisition is being issued pursuant to the "Small Business Competitiveness Demonstration Program Act of 1988 (Public Law 100-656)" and subsequent award will be subject to the Small Business Competitiveness Program. Therefore, this solicitation is issued unrestricted.
