Description
The Naval Facilities Engineering Command Southern Division, ROICC, Charleston, intends to obtain all personnel, equipment, tools, materials, supervision, and other services necessary to manage the maintenance, operations, repairs and other required services at the Naval Nuclear Power Training Command (NNPTC) Training Complex, Transit Personnel Activity, Building 304 and the Naval Dental Center, Building 2417, Goose Creek, SC by means of a fixed price and indefinite quantity contract. After hours repairs on selective systems throughout the Naval Weapons Station Complex will be ordered on an as needed basis on an Indefinite Delivery Order. Work includes, but is not limited to, performance of service calls, preventative maintenance (PM) and repair of heating, ventilation and air conditioning (HVAC) systems, miscellaneous buildings and structures equipment repairs, interior and exterior maintenance, repair and minor construction, alterations of buildings and structures, and facility maintenance. This is a combination firm fixed price and indefinite quantity type contract for a base period of one year with four one year options to extend, including an Award Option to possibly earn an additional five (5) option years, total duration not to exceed 120 months. To meet the needs of the NNPTC facility, it is requested that this solicitation be be set-aside 8(a) restricted to firms located in, South Carolina, North Carolina, Georgia, and Florida; and or have a Bona Fide Place of Business in, or be serviced by an SBA office in South Carolina, North Carolina, Georgia and Florida. Best Value Source Selection procedures will be utilized for this procurement. The proposals received in response to the solicitation will be fully evaluated by the following factors; 1) Experience/Past Performance; 2) Methods and Procedures; 3) Corporate Resources and Management; and 4) Price. The contract will be awarded to the best value contractor. The North American Industry Classification Code (NAICS) for this requirement will be 561210 with a size standard of $23M. Specifications will be available on 22 December 2002. All documents will be in the Adobe Acrobat (.pdf) file format via the Internet. The free Acrobat Reader, required to view .pdf files can be downloaded from the Adobe website. The official access to the solicitation is via the Internet. Contractors are encouraged to register for the solicitation when downloading from the NAVFAC E-Sol Website. Only registered contractors will be notified by e-mail when amendments to the solicitation are issued. In accordance with the provisions of DFARS 252.204-7004, Required Central Contractor Registration (Mar 2000) offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the internet @ http://www.ccr2000.com. A pre-proposal conference/site visit will be held on 08 January 2003 @ 1300 at the Naval Weapons Station in Building 71. The pre-proposal conference will convene at 1300 with a short briefing followed by a bus tour. This will be the only site visit held. Technical questions must be submitted in writing and will be answered in writing by amendment. There will a Technical Library set up only on the day of the Site Visit. It will be located in Building 206. You must make a reservation for the Site Visit/Conference no later than 12:00 noon on Monday, 06 January 2003 by email guerrylf@efdsouth.navfac.navy.mil. Information required is Company Name, attendees full name, and date of birth. Proposals are due 24 January 2003 @ 4:00 P.M.
