Description
The Environmental Protection Agency (EPA), Office of Research and Development has a requirement for a contractor to provide technical support for the development of ecological risk assessment information, methods, models, and guidance documents. The scope of this requirement ranges from the creation of completely new assessment methods to the modification and adaption of existing assessment methods to meet specific needs. The Contractor shall also prepare review drafts and final versions of the components of ecological risk assessments, e.g., planning and problem formulation, analysis of stressor-response, socio-economic impacts, and other related issues. These products will be used by EPA to develop ecological risk assessment reports that discuss the nature and degree of hazard and risk posed to ecological resources. The required activities include: identifying the relevant scientific literature and computerized databases, including geographic information databases; reviewing the relevant literature and databases to determine useful existing information for the development of the assessment methods; synthesize existing information into summaries of the state of knowledge; writing draft assessment methods based on existing information sources and scientific judgement for review of the work assignment manager, clearly identifying which parts of the draft represent existing information and which parts represent judgement; making revisions to the draft as directed by the work assignment manager; and producing final ecological risk assessment methodology. Ecological resources for which methods may be required include terrestrial systems, aquatic systems, combined aquatic and terrestrial systems, landscapes, and particular species of flora or fauna. The contractor shall also organize and manage peer reviews of projects and reports. These reviews must be performed by subject-matter experts in the area of ecology, and economics when socio-economic impacts of a risk assessment are requested. The contractor shall provide technical, administrative and editorial assistance for the preparation of reports, briefing documents, fact sheets, and training materials on current and emerging ecological risk issues, including related socio-economic issues, and guidance topics. Theses activities will require technical writing and editing, as well as preparation of graphics and audiovisual aids. The Contractor shall organize and manage meetings, conferences and forums. The contract will be a follow-on to current EPA Contract no. 68-C-98-187 with TN & Associates, the incumbent contractor. The solicitation will be issued as a full and open competitive procurement. The EPA anticipates the award of a Cost Plus Fixed Fee, Level of Effort (LOE), term type contract. The estimated LOE includes one, 12-month base period plus three, 12-month option periods. The total potential LOE for the requirement, including all options years and quantity options, is 30,300 hours. Solicitation No. PR-CI-03-10045 is expected to be issued by Mid January and close 30 days thereafter. It will be available on the Internet at www.epa.gov/oam/cinn_cmd. Interested parties are expected to download the solicitation and subsequent amendments from the web site. Hardcopies will not be distributed. It is the responsibility of potential offerors to frequently check the site for amendments. All responsible small businesses sources may submit a proposal which will be considered by EPA. Contract award will be made in accordance with FAR Part 15, Contracting by Negotiation. See numbered note 26. The applicable NAICS code is 541620 with a size standard of $6 million.
