- NASA/SSC plans to issue a Best Value, Request for Offer (RFO) for various size high pressure globe valves. NASA reserves the right to make multiple Indefinite Delivery Indefinite Quantity (IDIQ) contract awards from this single solicitation. Each successful contractor shall be responsible for the design, fabrication, assembly, inspection, examination, testing, cleaning, packaging and delivery to Stennis Space Center, Mississippi, of the following valves: 3" and 6" High Pressure Globe Valves 15,000 psig rated electro-hydraulically actuated control and on/off valves used in gaseous nitrogen or gaseous helium services. Estimated quantity for the 3" valves is a minimum of (1) with a maximum of (2). Estimated quantity for the 6" valves is a minimum of (2) with a maximum of (4). Valves will include all special tools, fixtures, and 1 set of spare soft goods. The Period of Performance for these valves is 250 days desired and 280 days required. 1 ?" and 3" High Pressure Globe Valves 10,000 psig rated electro-hydraulically actuated unbalanced on/off valves used in liquid hydrogen, liquid oxygen, and rocket propellant services. Estimated quantity for the 1-1/2" valves is a minimum of (1) with a maximum of (2). Estimated quantity for the 3" valves is a minimum of (3) with a maximum of (6). Valves will include all special tools, fixtures, and 1 set of spare soft goods. The Period of Performance for these valves is 166 days desired and 196 days required. 10" High Pressure Globe Valves 10,000 psig rated electro-hydraulically actuated balanced on/off and control valves used in liquid hydrogen, liquid oxygen, and rocket propellant services. Estimated quantity for the 10" valve is a minimum of (2) with a maximum of (4). Valves will include all special tools, fixtures, and 1 set of spare soft goods. The Period of Performance for these valves is 306 days desired and 336 days required. Potential offerors may submit an offer for any or all of the items identified in the solicitation. Failure by the offeror to submit an offer not conforming to the above Period of Performances shall render the offer non-responsive, and the offer shall subsequently be rejected. There shall be no hard copies of the solicitation, technical specification, or drawings. Additionally, upon release of the solicitation all offerors are reminded that all correspondence with regard to the same shall be coordinated through the Office of Procurement** This acquisition is set aside 100% for small businesses. The NAICS Code and Size Standard are 332911 and 500 respectively. If significant small business interest is not identified within Fourteen (14) Calendar Days of issuance of this synopsis, the resulting solicitation shall be issued unrestricted. All interested small businesses shall notify this office not later than January 6, 2003 through a statement of capabilities, including relative past performance and experience that clearly indicates their company's capabilities to meet the identified requirements. The DPAS Rating for this procurement is DO-C9. The Government intends to acquire this commercial item in accordance with FAR Part 12. The Government reserves the exclusive right to award to other than low offer on this "Best Value" procurement. The evaluation factors for this procurement are as follows: 35% Technical Compliance/Experience, 20% Cost, 20% Past Performance, and 25% Schedule. Past performance and Technical compliance/expertise when combined are significantly more important than cost or schedule. FOB is destination. The anticipated release date of this RFO is on or about Jan 7, 2002 with responses due NLT 3:00 PM, Jan 30, 2003. All questions with respect to this acquisition shall be submitted in writing to this office not later than Jan 16, 2003. An Ombudsman has been appointed. See NASA Specific Note "B".
