Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON), has a requirement for a contractor to re-grade and asphalt pave a two lane access road to the IBB Transmitting Station located on the Island of Saipan in the CNMI. Total length is approximately 0.25 mile. Work shall include clearing, grading, drainage, base course, asphalt overlay, and pavement markings. The estimated price range is between $25,000 and $100,000 and the proposed period of performance of this work requires completion within 150 calendar days from issuance of the Notice-to-Proceed. The contractor shall be responsible for visiting the Saipan Transmitting Station to verify local conditions. Contractor shall meet resident and business requirements of the CNMI. Pursuant to FAR Subpart 15.304, Offerors are hereby notified that the basis for award will be price and other technical factors; with technical factors, when combined, being approximately equal to price. The following equally weighted technical factors will be used in determining each Offeror=s technical score: (a) demonstrated recent (within the past 5 years) experience and successful past performance in asphalt paving; (b) proposed technical approach to perform the work; (c) demonstrated ability to comply with CNMI code/licensure requirements; and (d) an office in CNMI. The IBB intends to issue a Request for Proposal (RFP) solicitation in January 2003 for this negotiated firm-fixed-price procurement , with a proposal response date of 30 days after release. Pursuant to FAR Subpart 36.211, the Contracting Officer has determined that the distribution of this solicitation will be limited to Offerors located within the CNMI. Please reference Solicitation No. REKTS-FY03-2946-01 on all correspondence regarding this notice. All written requests for copies of the RFP must include your company name, mailing address, telephone number, and facsimile number. No telephone requests for this RFP will be honored. All responsible sources may submit a proposal in response to the forthcoming solicitation document, and all proposals shall be considered by the Agency. This FBO notice is not a RFP, IFB, or RFQ.
