Description
This is a modification to the quantity of Batteries to be purchased under the synopsis published on Oct. 7, 2002. The Naval Air Warfare Center Weapons Division, China Lake, CA is soliciting proposals to procure the following on a full and open competition basis: the manufacture and delivery of one hundred (150) ea production quantity Thermal Lithium Batteries in accordance with Critical Item Product Specification for Battery, Thermal, Lithium, NWC 2906A in support of HARM missile testing. The Thermal Batteries have specific operating performance requirements, including the initiator functioning within 30 milliseconds (ms) when a current 2.00 +0.25, -0 amperes direct current (Adc) is applied at the temperature extremes specified, and the activation time being less than 1 second over the temperature range of -54 and +71oC from the time of applying a current 2.00 +0.25, -0 Adc to the (S) terminals for 50 ms maximum, to that time when the voltage between the (+) and (-) terminals reaches 24.0 volts direct current (Vdc). The Government anticipates award of a firm fixed price contract for this effort. Range Qualification Tests, and First Article Testing will be required unless the exact product proposed by the contractor has been produced in the last 12 months at the same facility using the same processes and equipment. Delivery of the batteries will be FOB Destination to the Naval Air Warfare Center Weapons Division, China Lake, California, 360 days after contract award. Partial and early deliveries are acceptable. Award is scheduled to occur by 30 May 2003. The offeror selected for award will be that offeror determined to be most advantageous to the Government based on the Best Value evaluation. The evaluation criteria will be provided in the solicitation. The Request for Proposal will be issued on or about 24 Jan 2003, and will be available through the Contract Competency homepage Web site at: https://contracts.nawcwd.navy.mil/rfp-nawc.htm. The Government anticipates a 30-day response time for receipt of proposals. All responsible sources may submit a proposal, which shall be considered by the agency. See Note 26.
