Description
The Space and Naval Warfare Systems Center, San Diego (SSC SD) intend to issue Request for Proposal (RFP) No. N66001-03-R-5016 for Systems Engineering, Test and Evaluation, and Technical Support Services for both military and commercial satellite communications systems. SPAWARSYSCEN San Diego and other Department of Defense (DoD) agencies analyze and develop radio frequency (RF) communications systems and subsystems for use in the Navy communications and the Joint Services communications environment. The support services will include providing systems engineering, test and evaluation, technical support services for RF communications systems to include support development, test, and evaluation efforts at the Land Based Test Facility (LBTF), San Diego, CA. The systems and subsystems involved may consist of voice, data, and video communication systems that are primarily responsible for establishing, maintaining, monitoring and controlling communications links at commercial band frequencies, as well as Super High Frequency (SHF), Ultra-high Frequency (UHF) and Extremely High Frequency (EHF). The estimated level of effort is 269,500 hours for the entire performance period that will consist of a one (1) three-year base period with two one-year options for a total of five years. This is a full and open competition procurement and a single award will be made on an indefinite delivery, indefinite quantity basis with a cost plus fixed fee pricing arrangement. Large businesses are encouraged to form joint ventures with small businesses. The applicable NAICS is 541330. This acquisition is being conducted using the Advisory Multi-Step Process (FAR 15.202). Offerors who submitted capability information in response to the sources sought notice published in the Federal Business Opportunities on 24 September 2002 were evaluated and notified that either they are viable competitor or based on the information submitted, that they are unlikely to be a viable competitor. A list of offerors who were considered viable competitors is posted at the SPAWAR E-Commerce website at https://e-commerce.spawar.navy.mil. All responsible sources may submit a proposal that shall be considered by the Government. The estimated released date for the solicitation is 15 February 2003 and response will be due 30 days thereafter. The solicitation will only be available electronically. Electronic copies of the RFP may be obtained from the SPAWAR E-Commerce website at https://e-commerce.spawar.navy.mil under SSC San Diego ?Open Solicitations?. Hard copy versions of the RFP and any subsequent amendments will not be available. Firms are encouraged to review the website regularly for important solicitation information.
