- NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) is intending to award a sole source Purchase Order to the Noise Pollution Clearinghouse of Montpelier, Vermont. The purpose of this acquisition is to provide support services for the EPA Office of Air and Radiation (OPAR) under the Noise Control Act and Quiet Communities Act. The Statement of Work is divided into two phases; in the first phase the Contractor will assist the Agency with the dissemination of literature related to the adverse effects of noise on public health and welfare and means for the control and abatement of noise in the environment. This phase also includes call support, using Contractor's technical knowledge of the above Acts to respond to questions from the public about noise. The second phase requires continued support for OPAR through database support, web development and HTML coding. The Noise Pollution Clearinghouse (NPC) is uniquely qualified to perform this requirement. They are the only national non-profit organization dedicated solely to providing information to citizens concerning all aspects of noise found in today's environment. NPC is the only established organization that has the internet publication experience, established audience, staff experience, comprehensive knowledge of noise, and financial stability to successfully evaluate and disseminate the EPA's noise information. The NAICS code for this procurement is 541620. This notice is not a request for proposal nor a solicitation for offers. However, any firm who believes it is capable of meeting the EPA's requirements stated herein may submit a response, which if received within 10 calendar days of the date of this announcement, will be considered. Interested firms shall provide detailed information outlining their capabilities--any response failing to provide the aforementioned data will be disregarded. Responses to this posting must be in writing. A determination not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
