Description
The General Services Administration intends to issue a contract to SGB Enterprises, Inc. of Valencia, CA on behalf of the Luke Air Force Base, AZ. through notice reference no. SN-35 pursuant to the authority of FAR Parts 12 and 13.501(a) Sole Source Acquisitions. The following items will be procured: 1 each Monitor, Digital Entry Display, Electronically/Mechanically Compatible with and Interchangeable Replacement for ML03-108 DED; 2 each Monitor, Multi-Function Display, Electronically/Mechanically Compatible with and Interchangeable Replacement for ML03-110 MFD; and 1 each Monitor, Radar Warning Receiver Display, Electronically/Mechanically Compatible with and Interchangeable Replacement for ML03-109 RWR. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2002-10. The proposed follow-on contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. The Government has concluded that there is only one responsible source and no other supplies or services will satisfy agency requirements for this equipment that is fully compatible with existing equipment and software. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Ensure Technologies shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This notice is not a request for competitive proposals. All interested parties must submit a capability statement that sufficiently describes their qualifications, capabilities, and previous experience related to fulfilling a similar requirement via email to fred.hersom@gsa.gov by 4:00 p.m., PST, January 2, 2003. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
