Description
The National Weather Service is seeking viable sources to provide two-way and broadcast satellite communication facilities and technical support services. This is a presolicitation notice. A detailed description of the International Satellite Communication System (ISCS) requirement is available at the specified web site. This acquisition is being done IAW FAR 15.202, Advisory Multi-step Process. Prospective vendors are requested to submit documentation demonstrating their experience and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the requirements specified at the web site. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. The Government will review submissions and shall advise each respondent in writing either that they will be invited to participate in the resultant acquisition or, based on the information submitted, that they are unlikely to be a viable competitor. The agency shall advise respondents considered not to be viable competitors of the general basis for that opinion. Evaluation of the submitted capability documents will based upon the following: (1) Demonstrated recent experience in provisioning and supporting similar systems. (2) Demonstrated international maintenance support presence. (3) International Repair/Depot capability. This requirement may include options for performance upgrades, site expansion, relocation and technology substitutions. A firm fixed price contract with a base year plus six option years is contemplated. See web site http://www.rdc.noaa.gov/~amd/index.html for requirement description.
