Description

NA This proposed procurement is Unrestricted. The SIC is 7371 and the NAICS is 541511 with a Size Standard of $21.0 Million. Estimated cost of supplies & services is between $100,000.00 and $250,000.00. All responsible sources may submit a proposal, which will be considered. The project will be advertised as a Request for Proposal (RFP). Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. The U.S. Army Corps of Engineers is seeking proposals fro m qualified offerors to provide an Operations Database Management System (ODMS). The operations database system will be used to contain water treatment plant operational data. It is desired that the database should link to other Washington Aqueduct datab ases through an enterprise portal software solution. Data entry, access and retrieval shall be provided at a minimum for manual data input by users, data storage, data processing and manipulation, data retrieval and reporting and portal software for netwo rking with other databases. The ODMS processing functions shall include the system management, database management, sample management and tracking, workload management, sample analysis and data acquisition, data validation and limit checking, quality cont rol/assurance, statistical data analysis and graphics, data import/export capability, ad-hoc querying, bar-coding and reporting. The ODMS shall provide the Washington Aqueduct, Operations Branch with a management information tool to allow for efficient wa ter production operations in producing timely and accurate data and assessment reports and to make validated data available to all required parties. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. It is imperative that all small disadvantaged businesses contact their Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. The solic itation will be provided in an electronic format, free of charge, to all registered plan holders. The media through which the Government chooses to issue this solicitation is the Internet only. This solicitation will not be issued in paper. Contractor?s requests for this solicitation will be performed through ASFI.
