Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requeste d and a written solicitation will not be issued. The solicitation number DABN01-03-T-0072 is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-5. The Simplified acquisition procedures of FAR Part 13 are applicable to this procurement. This procurement is for Non-Personal Services to remove thermoplastic coating, rubber build up, and paint from an Airfield in Al Dhafra in the United Arabian Emirates (UAE). STATEMENT OF WORK (SOW): 1.0 Description of Services: The contractor shall provide all personnel, labor, materials, tools, supervision, and other terms and services necessary, except as stated in paragraph 3.0 entitled Government-furnished property, to remove rubber and paint from various areas of the runway at Al Dhafra AB, UAE by using water pressure type equipment. The various areas consist of both concrete and asphalt areas on the runway. The concrete has normal bituminous joint seals; the asphalt areas consist of both normal 0/11-asphalt mix and porous friction mix areas. Rubber Removal on Asphalt and concrete: 60,000 square meters. Paint Removal on Asphalt and concrete: 12,500 square meters. 1.1 Performance of Services: a. The quality of the requested services shall be consistent with the best commercial practices. Any inspections conducted by the Government will be conducted in a manner consistent with commercial practices. b. The contractor shall perform the required services in the following order: Paint removal, rubber removal on concrete, and rubber removal on asphalt. This is required since the second crew on runway will be re-painting the concrete ends of the runway. 1.2 Performance Objective: a. Performance shall include rubber removal on asphalt and concrete surfaces without damaging the pavement surface. The contractor shall collect the water/rubber mixture and place it in a watertight metal container. Watertight containers will be provide d by the Government to separate the water/rubber mixture. At the completion of the rubber removal work, the containers shall only hold the rubber residue. The Government will dispose of this residue. b. The contractor shall be liable for any damages to the surfaces or joints caused by the removal process. c. Requirements: The rubber removal truck shall have a capacity to clean a minimum 1000 square meters of concrete surface per hour. The truck shall be equipped with a high-pressure water pump, which generates at least 900 bar of pressure and a water flow of 180 l/min in order to clean the surface in one run. Equipment operators (a minimum of three each) shall be qualified and have suitable experience with the work required under this contract. The contractor also has to deliver a water truck with 2 separate water tanks, one for fresh water and one for the rub ber/water mixture. The rubber removal truck must be able to absorb the water/rubber mixture directly from the runway. This means a permanent removal of the water is required by a suction system. Road sweeping machines are not allowed. The removal has to be done without any addition of chemical agents. d. Special attention must be put on the careful cleaning of the rubber in the areas of touchdown zones. 2. Performance Measure: 2. 1. Method of Surveillance: An 100% inspection will be done by the U.S. Government representative. This final inspection has to be scheduled with USAFE CTS/CEOH upon completion of work. 2.2 ICAO Friction Test: After completion of the work an ICOA friction test shall be performed, documented by an ICAO approved friction test system in accordance with the international standards an d recommended practices Aerodromes, Annex 14 to the convention of international civil aviation. 2.3 Special Requirements: An additional cleaning of the overall area will performed at the contractors expense, if the cleaning level is not in accordance with ICOA. 3. Government Furnished Property and Services: The Government will provide the following property and services: Seven cubic meter watertight and grease-free containers for use, as necessary. The containers are placed next to the runway. Access water via a fire hydrant, located next to the runway. Access to secure area for equipment storage at the Civil Engineering compound. Sweepers for post-work clean up are available from USAFE CTS. Diesel fuel is available from US Government. Water truck is available from US Government for refilling of contractor?s truck. Disposal of paint and rubber residue. The Government-furnished equipment as stated above will be made available prior to start of the applicable performance. 4.0. Special Requirements: a. A Government crew will repaint the entire runway at the same time frame. The contractor shall coordinate the rubber and paint removal with the point of contact, the CTS supervisor for this work crew so that his work does not interfere with the Governm ent work. b. The contractor will be informed 1 week prior to the scheduled performance start date any possible re-scheduling or cancellation (cancellation may be necessary due to the nature of services). c. Emergency Use of the Runway: Upon notification from the USAFE CTS representative the contractor shall immediately exit the runway, within 5 minutes, with all their equipment to a designated location. The USAFE CTS representative will notify the contr actor when they may proceed back onto the runway to continue their work. d. All contractor personnel shall have a neat appearance and be easily recognizable as contractor employees by wearing appropriate badges that contain the company?s and employee?s name. 5.0 Period of Performance: The services described herein shall start on 28 Jan 03 and shall be completed not later than 14 days thereafter. 6.0 Visa: To be obtained at the port of entry of UAE and is the Contractor?s responsibility. 7.0 Base Access: The contractor shall provide a copy of the Passports for all workers who need access to the Base to: (will be provided upon award). 8. Performance Requirements Summary: a. Performance Objective: Remove paint from the runway and asphalt areas; Remove rubber from runway and asphalt areas; Emergency Clearing runway; Performance time. b. Performance Standard and AQL: Paint is removed completely and IAW the prescribed order; Rubber is removed completely and IAW the order; In an emergency clear runway in prescribed time (5 min); Meet required performance time of 14 days. c. Method of Performance Assessment: 100% inspection Friction Test; Emergency Clearing: Verify Time; Verify Performance Time 9. Remedies in case of performance is below standard: a. Removal of paint and rubber from runway and asphalt surfaces must be redone until standard is met without additional cost to the Government. b. For each day the performance time is exceeded and caused by the Contractor 2% of the contract amount will be deducted from the final invoice. The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to offerors, with the addendum that if offers are received in more than once currency, offers shall be evaluated by converting the foreign currency to U.S. currency using the finance and accounting office disbursing rate (actual rate) in effect on the date of closing date. FAR 52.212-2, Evaluation-Commercial Items: The following factors shall be used to evaluate offers: a. Past Performance, b. Technical, c. Price. Offeror shall submit documentation reflecting that he has per formed these types of services before (references). Offerors shall include a completed copy of the provision at FAR 52.212-3 (found at: www.arnet.gov/far/farqueryframe.html), Offeror Representations and Certifications-Commercial items, with the offer; FAR 52.212-4, Contract terms and Conditions-Commercial items with adde ndum that the Government will not pay taxes where an exemption applies. FAR 52.212-5, Contract Terms and Conditions Required to Implements Statues or Executive Orders-Commercial Items and the following additional clauses therein apply: FAR 52.203-6, 52.2 22-26, 52.232-33 and 52.232-34, DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items; DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Comme rcial Items and the following additional clauses therein apply: 252.205-7000, 252.225-7021, 252.243,7002, 252.247-7024; Offeror shall include a completed copy of the provision at DFARS 252.225-7006, Buy American Act-Trade Agreements-Balance of Payments Pr ogram Certificate.
