- Description
- The Atlantic Division, Naval Facilities Engineering Command, Norfolk, Virginia intends to acquire services necessary for the preparation of studies, plans, drawings, cost estimates, training, management and all associated services for Oil Spill Prevention and Response Services at various activities within the Atlantic Division, Naval Facilities Engineering Command?s Area of Responsibility. The majority of the work will be located in Virginia, North Carolina, West Virginia and the Commonwealth of Puerto Rico, but may include western Europe and southwestern Asia. The work will be in support of the Navy?s Oil Spill Response Program, Spill Prevention Program, and Petroleum Storage Tank program and will conform to applicable Navy and DoD instructions, and Environmental Protection Agency Regulations and State and local regulations and guidelines. The services will include preparation of Facility Response Plans (FRPs) in accordance with the Oil Pollution Act of 1990 (OPA 90); Oil and Hazardous Substance (OHS) Spill Contingency Plans; Overseas OHS Spill Response Plans (SPCR or Spill Prevention, Control, and Reporting) in accordance with Final Governing Standards (FGS); Integrated Contingency Plans (ICP) in accordance with the National Response Team?s ICP Guidance; Drills and Exercises, including equipment deployment drills and exercises, to meet the National Preparedness for Response Exercise Program (PREP) Guidelines; bulk fuel terminal response team training and exercises; Navy On-Scene Coordinator and Spill Management Team training and exercises; Incident Command System training; and Emergency Planning and Community Right to Know Act (EPCRA) Tier II and Form R reporting; preparation/modification of Spill Prevention, Control, and Countermeasures Plans (SPCC Plans) in accordance with 40 CFR 112 (Revised Rule of July 2002); training of petroleum facility operators and managers in spill prevention practices and procedures to meet the requirements of 40 CFR 112 (Revised Rule) or other requirements, which may include operating, inspection, and maintenance practices and procedures, inventory control procedures, and competency based certification training for fuel distribution personnel, with emphasis on prevention of spills at Navy/DoD fuel terminals; petroleum management services to include preparation of environmental compliance assessments, special project documentation (DD1391), long term environmental compliance and maintenance plans, cost estimates, and fuel facility O&M manuals; development of customized environmental databases; and technical consultation for operations, response, planning, maintenance, and environmental compliance, with emphasis on, but not limited to, Navy/DoD fuel terminal facilities. This is an indefinite quantity type contract for a base period of one year with four one-year options to extend, total duration not to exceed sixty (60) months. The North American Industry Classification Code is 541990 and the size standard is $6.0 Million. This proposed procurement is set aside 100% for Small Business firms only. Offerors will be required to submit technical and Price Proposals. Specifications will be available on or about 15 January 2003 by internet only. The estimated date for receipt of proposals is 19 February 2003. In accordance with the provisions of DFARS 252.204.7004, Required Central Contractor Registration (Mar 2000) offerors must be registered in the Central Contractor Registration (CCR) database.
