Description
The National Oceanic and Atmospheric Administration (NOAA), Climate Monitoring and Diagnostics Laboratory (CMDL) proposes to negotiate on a sole source basis with the Institute of Atmospheric Physics (IAP), Moscow, Russia to measure ozone-depleting and greenhouse gases during the winter of 2003. The experiment is the Trans-siberian Oberservations into the Chemistry of the Atmosphere (TROICA-8) to be conducted on the Trans-Siberian Railway between Moscow and Kharbarovsk. *** The experiments will utilize the IAP's observatory railway carriage and existing arrangements with the Trans-Siberian Railway for the eighth year of TROICA expeditions. No other organization possesses this unique combination of qualifications to host international participation in this ongoing research project. *** The IAP will perform the following tasks: (1) Modify or construct the observatory carriage car to accommodate CMDL and IAP scientific equipment; (2) provide ozone, carbon monoxide, methane, basic meteorological parameters and aerosol measurements as part of the standard package of measurements from IAP; (3) provide radon and tropospheric boundary level temperature measurements; (4) operate instrumentation for standard package and additional radon and temperature soundings; (5) make all necessary arrangements with officials of the Trans-Siberian Railway. *** Management of international funding for the project will be handled through the auspices of The International Foundation of Technology and Investment (IFTI) to expedite the transfer of foreign funding to the IAP. *** This procurement is being conducted under the authority of FAR Part 13.1, Simplified Acquisition Procedures, (NTE $100K). No solicitation is planned. Any responses to this notice must address all requirements listed above in detail and will be evaluated solely to determine whether or not it is in the Government's best interest to conduct a competitive procurement.
