Description
The National Highway Traffic Safety Administration (NHTSA), Office of Civil Rights (OCR) is responsible for investigating civil rights complaints filed by citizens under Title VI of the Civil Rights Act of 1964. These complaints are based on race, color or national origin and, under the Americans with Disabilities Act, based on disability. OCR is responsible for responding to requests for reconsideration that may arise from an initial determination issued by the OCR on a claim of discrimination that relates to driver licensing or highway safety. NHTSA OCR currently has 31 complaints, 7 of which are requests for reconsideration. The purpose of this procurement is to obtain legal services for NHTSA OCR, on a temporary basis, to assist the agency in addressing its current need for civil rights legal support. The contractor will be responsible for conducting investigations, drafting reports of those investigations and letters of findings and decisions. In addition, the contractor will be responsible for drafting responses to requests for reconsideration. The contractor may also be required to provide legal support during meetings with state officials and complainants to resolve open complaints. Finally, the contractor may be required to prepare agreements with state officials related to allegations of civil rights violations and monitoring compliance with those agreements. The period of performance for these services is six (6) months. The contract may also include two (2) three-month option periods resulting in a total possible period of performance of one year. The solicitation and any documents related to this procurement will be available on the internet at www.fedbizopps.gov or www.eps.gov. The anticipated issuance date is January 17, 2003.
