- Description
- The Air Force Research Laboratory, Sensors Directorate (AFRL/SN), and the US Navy, are seeking information from industrial sources with capability to develop, prototype, test, produce and support a directed laser infrared countermeasures system in a pod configuration primarily for use on combat aircraft (fighter, special ops, tactical airlift) with potential application on larger military and/or civil aircraft. This information will be used to determine the viability and makeup of an acquisition program based on evolutionary development processes. The Air Force is interested in receiving presentations from competitive, and highly experienced sources with a background in the development of infrared countermeasures and laser systems. Presentation should include a complete picture of your firm's technology, experience, production and sustainment capabilities to meet a potential future USAF requirement for a Pod installed Laser IRCM system. Response to this RFI may also serve to evaluate technology for a broader market that may include protection of civil or other high value aircraft threatened by infrared missiles. The Navy POC is Mr. Phil Parsons, phone (301) 757-7884. Respondents to this RFI may receive a technical supplement, which requests further information. Receipt of the technical supplement is dependent upon respondent providing a coordinated Militarily Critical Technical Data Agreement, DD Form 2345. This announcement is a request for information and the Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in Federal Acquisition Regulation subsection 31.205-18, Bid and Proposal Costs. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement will be issued. However, AFRL and the Air Force will utilize the information for technical and acquisition planning, especially near- to mid-term laboratory investment planning. It is recognized that any cost information provided by the contractor is a preliminary estimate for planning purposes; the contractor will not be bound to these estimates. Subsequent acquisitions may follow in the ways that best meet Air Force needs. The Government invites comments related to possible purchase or acquisition strategies. If there is a GSA or other contract vehicle already available for the technology being proposed, please include this information in the response.
