Description
NA Contract Information: Two Indefinite Delivery Contracts (IDC) will be negotiated and awarded, with a base period not to exceed three years with no option periods. The amount of work in the contract period will not exceed $3,000,000 (EFARS 36.601-3-90(b)). Work will be issued by negotiated firm-fixed-price task orders. The Government?s obligation to guarantee a minimum amount for payment is $60,000. Two firms will be selected from this announcement. 189A WILL BE UNRESTRICTED. 189B WILL BE 8A. Please indicate which announcement you are applying for. You must submit SF 254 and SF 255s separately for each announcement Work Distribution Between IDC 189A And IDC 189B: Task Orders (TO) will be distributed according to the A/E experience and qualifications. The specific contractor chosen for a TO will be selected based on factors such as technical expertise, demonstrated pe rformance, specific ability, and TO size and complexity, contractor availability to complete the TO in the time required. In addition we will review each contract at the end of each six (6) month and make adjustments to the distribution of workload if poss ible so that it is equitable. Above all, it is the intent of the New York District to not have a ?hollow ? contract. Projects Information: Primarily Technical Reviews of Coastal, Navigation, Flood Control and Environmental/ Eco-system Restoration Projects primarily within the New York District boundaries and other Corps of Engineers locations WITHIN ?NAD/MSC? BOUNDARIES . All work performed pertaining to any contracts issues from this contract may be done using the metric system. The specific abilities and disciplines required (but not limited to) include: Hydrology, hydraulics, interior drainage analysis and design: geotechnical, structural, civil, electrical, mechanical and coastal engineering; architecture: hazardous, toxic and radioactive waste, assessment especially with respect to soil, groundwater, runoff, dredged material and water quality; surveying and mapping; GIS data entry (compatible with Corps applications); bioengineering; cost estimating using MCACES Gold software: specification writing using SPECINTACT; Intergraph ? compatible CADD capability: surveyors with knowledge of surveying techniques associated with flood control, coastal, navigation and Environmental/Eco-system Restoration projects, technical report writing . Special Qualifications: Experience in the review of coastal projects for the purpose of hurricane and flood control protection, including beaches (berms, dunes, etc.) seawalls, bulkheads, jetties, groins, revetments, riprap and other coastal structures. Experience in the review of both shallow and deep draft navigation projects, including dredging of channels and inlet protection structures. Experience in the review of flood control projects including channel modification, flumes, levees, floodwalls, int erior drainage facilities (pump stations, ponding areas, piping systems), closure structures, flood proofing, detention structures including dams and reservoirs. Experience in the review Environmental/Eco-system Restoration projects of biobench marking; b ioengineering, channel modifications, wetland delineation/creation, brown fields evaluations. Firms should demonstrate their design expertise in these areas as well as their review capability. Design services may also be requested under these contracts. The contractor should be familiar with current U.S. Army Corps of Engineers regulations, guidelines, and procedures Supervisory and/or key personnel should have P.E. or P.L.S. certification, and should have experience in the preparation of Plans and Specifications and Engineering Design Reports. Closing date for submitting SF255: 30 days after advertising date. If this date falls on a Saturday, Sunday, or Holiday the closing date will be on the next business day. Firms should submit their qualifications on 11-92 version of SF255 and SF254. S F254 should reflect the overall firms capacity, whereas, SF255 should reflect only the personnel dedicated to the specific project referenced in the submittal. If sub-consultants are to be utilitized, a SF254 must be submitted for each sub-consultant. Th ese guidelines should be closely followed, since they constitute procedural protocol in the manner in which the selection process is conducted. Evaluation factors in descending order of importance: A. Primary Selection Criteria 1. Specialized experience and technical competence in the type of work required. 2. Professional qualifications necessary for satisfactory performance of required services. 3. Past performance on contracts with government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. 4. Capacity to accomplish the work within the required time. 5. Familiarity with the general geographical area within the boundaries of the New York District, provided that an appropriate number of applicants meet these criteria, given the nature and size of the project. Note: Firms from any geographical areas are encouraged to submit applications. B. Secondary Selection Criteria 1. Extent of participation of small business, small disadvantaged businesses, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. 2. Geographic Proximity in relation to location of project. 3. Volume of work previously awarded to the firm by the Department of Defense (DOD), with the object of effecting distribution among qualified A/E firms, including small busines, veteran-owned small business, service-disabled veterann-owned small busines s, HUBzone small business, small diadvantaged business, and women-owned smal business concerns and firms that have not had prior DOD contracts. contracts Start date/Completion Date: September 2003/ September 2006 Small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns are encouraged to participate as prime contractors or as members of j oint ventures with other small business. All interested large firms are reminded that the successful firm will be expected to place subcontracts to the maximum practicable extent with small and small disadvantaged firms in accordance with Public Law 95-50 7. If a large business firm is selected, a small business sub- contracting plan will be required prior to award. Firms which have not previously applied for New York District projects and firms which do not have a current SF-254 on file with the New York District should submit two of the SF-254 with this initial response to CBD announcement. Firms using consultants should submit copies of the SF-254 for their consultants. Notifications: a) Notification of all firms will be made within ten (10) calendar days after approval of the final selection. Notifications will not be sent after pre selection approval. The notification will say the firm was not among the most highly qualified firms a nd that the firm may request a debriefing. b) The A/E?s request for a debriefing must be received by the selection chairperson within 30 calendar days after the date on which the firm received the notification. c) Debriefing(s) will occur within 14 calendar days after receipt of the written request. d) Copies of all SF 254?s & SF 255?s of all firms, who are not short listed, will be held for 30 calendar days after notifications are sent out.
