Description
NA The U.S. Army Corps of Engineers, Omaha District is seeking sources and industry feedback for preparation of a Cultural Resources Management Plan (CRMP) for Garrison Project, Lake Sakakawea, North Dakota. The projected amount of this contract is expected to be in the range of $100,000 to $200,000. Place of Performance: Garrison Project, Lake Sakakawea, North Dakota The CRMP is designed to provide a set of standard procedures for dealing with cultural resources including prehistoric and historic archaeological sites, traditional Native American resources (e.g., sacred sites, gathering places), and historic military si tes. It also provides procedures for the discovery of unanticipated cultural resources. CRMPs outline, identify, and assign responsibilities, identify concerns, and establish standard operating procedures for the management of significant cultural, histo ric, and prehistoric resources on Corps land. The CRMP assists managers during the planning, development, and implementation of specific projects, leases, land use designations, and new construction on project lands. The goals of the CRMP are to minimize or avoid adverse effects from project activities to significant cultural resource or historic properties; to increase interaction with federal, state, and local agencies, and Native American groups concerning historic and cultural preservation; and to ensure compliance with historic preservation and environmental legislation, regulations, and guidelines including: Federal Laws - American Indian Religious Freedom Act (AIRFA) (42 U.S. Code [U.S.C.] 1996 et seq.) - Archaeological Resources Protection Act (ARPA) (16 U.S.C. 470aa et seq.) - National Historic Preservation Act (NHPA) (16 U.S.C. 470 et seq.) - Native American Graves Protection and Repatriation Act (NAGPRA)(25 U.S.C. 3001 et seq.) - Protection and Enhancement of the Cultural Environment (Executive Order 11593) Code of Federal Regulations (CFR) - Determination of Eligibility for Inclusion on the National Register of Historic Places (36 CFR Part 63) - National Register of Historic Places (National Register) (36 CFR Part 60) - National Historic Landmarks Program (36 CFR Part 65) - Protection of Archaeological Resources (32 CFR Part 229) - Protection of Historic Properties (36 CFR Part 800) - Waiver of Federal Agency Responsibilities under Section 110 of the NHPA (36 CFR Part 78) Federal Guidelines - Advisory Council on Historic Preservation (Council) Memo, 3 July 1991, Relationship between Section 106 of the NHPA and the NAGPRA - Secretary of the Interior's Standards and Guidelines for Archaeology and Historic Preservation. - Guidelines for Evaluating and Documenting Traditional Cultural Properties. An acceptable CRMP will require considerable communication and coordination wi th interested tribes (especially Three Affiliated Tribes) who have significant insight and special knowledge of the areas.
