Description
NA This is the THIRD NOTICE that the MEDCOM Center for Health Care Contracting (formerly MEDCOM Contracting Center) is in the process of conducting an A-76 whole?base study for the Walter Reed Army Medical Center, Washington, DC. This synopsis is to notify p otential sources that a draft performance work statement (PWS) is available for review on the Fort Sam Houston website. The URL is: http:// A76fsh.amedd.army.mil. The study will cover most of the activities performed at Walter Reed and as a result the following major functions will be solicited: the Garrison Headquarters, Safety Office, Environmental Support, Transportation function, Community Activities which includes (education services, post & patient library and the military police), Military Personnel Services, Information Ma nagement which includes (telephone & postal services, photo lab, message center, automation and network support, etc), Public Works to include (work management; engineering services; supply & self help services, housing management, real property, structura l maintence, roads & parking maintence, grounds maintenance, utility systems services, steam/heat/chiller/ventilation/air conditioner services, pest control, admin services, budget and financial management services, and maintenance/repair of vehicles and equipment), Logistics to include (maintenance & repair, hospital housekeeping, laundry service, warehouse operations, etc.). Currently these functions are being performed by the Government in-house workforce. Pursuant to OMB Cir. A-76, the purpose of thi s study is to determine the most efficient and cost-effective means of providing the required commercial services. This will be accomplished through the conduct of a ?cost-comparison? between a private contractor and the Government?s Most Efficient Organi zation. Accordingly, a contract may or may not ultimately be awarded as a result of the study/cost comparison. Because the size of this requirement involves approximately 1144 positions, it is the intention of the Contracting Officer to conduct this proc urement as a competitive unrestricted action. The applicable NAICS codes which apply to the services included in this study are as follows: 485999, 488999, 514199, 541214, 541219, 541330, 541340, 541513, 541511, 541519, 541611, 541612, 541613, 541614, 54 1618, 541620, 541690, 561720, 561730, 611691, 611699, 711320, 811111, 811118, 811198, 811212, 811213, 812320, 925110 with a size standard of $20.0 million. As a minimum, responses must include a return e-mail address, a mailing address, as well as a phon e number and fax number. Additionally, to assist in the planning of an acquisition strategy, responses to the following questions are required: Indicate each NAICS code you qualify under and for each, please state if your business is large, small, small disadvantaged, 8(a), certified ?hub-zone?, woman-owned and operated, or a certified service-disabled veteran-owned firm. One or more of the above functional areas/sections may be pulled out and solicitated under a separate solicitation using set?aside p rocedures. Responses to this announcement will determine the ultimate strategy that the Government will utilize. The solicitation number has been changed to DADA10-03-R-0001. Anyone responding to previous synopses and referencing the previous solicitati on number have been noted and do not need to respond again unless you have a question.
