- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The RFQ number is N00600-03-Q-0618. This solicitation documents and incorporates provisions and clauses in effect through FAC 2001-10 and DFARS Change Notice 20021122. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov/far and www.dtic.mil/dfars. The NAICS code is 561310 and the Small Business Standard is $6.0M. This is a competitive, unrestricted action. The FISC Norfolk Detachment Washington requests responses from qualified sources capable of conducting an extensive search of government and private sector sources to identify candidates that meet the technical and executive qualifications for the recruited position., Deputy Assistant Secretary of the Navy for Civilian Personnel and Equal Employment Opportunity. The extent of the search must be included in the contractor?s proposal. The contractor will recruit, contact, evaluate, and recommend in accordance with merit principles and EEO guidelines, all potential candidates based on the technical and executive qualifications (to be provided to awardee). The candidates will be advised that they may submit applications directly to the Assistant Secretary of the Navy (Manpower and Reserve Affairs), via the Office of Civilian Human Resources (OCHR) (in accordance with the OPM published vacancy announcement). The contractor will refer to OCHR only those applicants from whom the firm has not accepted fees. A list of all candidates, along with the contractor?s comments and recommendations, will be submitted to the Executive Personnel and Leadership Development Division (EPLDD), OCHR, for Executive Resources Board review, within thirty (30) days of the contract?s award. The period of performance of the contract will be from date of award through thirty (30) days thereafter. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items ; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items 52.222-21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity, 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era and other Eligible Veterans; 52.222-36 Affirmative Action for Workers with Disabilities; 52.222-37 Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and other Eligible Veterans; 52.222-19 Child Labor- Cooperation with authorities and remedies. No Numbered Notes apply. 52.212-2, Evaluation - Commercial Items is applicable to this procurement. The Government will award a contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be the Best Value to the Government, price and other factors considered. The following factors will be used to evaluate offers in descending order of importance: 1) Technical Capability 2) Past Performance and 3) Cost. Technical Capability and Past Performance when combined are significantly more important than cost. Factor I. Technical Capability ? Evaluation will be based on the extent to which the offeror clearly demonstrates the following: 1. The methodology used to recruit, evaluate and recommend qualified candidates. 2. A thorough knowledge of the structure of the Department of the Navy and how the Civilian Personnel Establishment supports the war fighting capability of the Department of the Navy. 3. A thorough understanding of the Merit Principles, EEO laws and appointment in accordance with 5 USC 3393. The following adjectives should be used as general guidance in assessing the technical capability: "Outstanding" Very significantly exceeds most or all solicitation requirements. "Better" Fully meets all solicitation requirements and significantly exceeds many of the solicitation requirements. "Acceptable" Meets all solicitation requirements. "Marginal" Less than "Acceptable." There are some deficiencies in the technical proposal. "Unacceptable" Technical proposal has many deficiencies and/or gross omissions. Factor II: Past Performance: The quoter shall submit, as part of its quote, information on a maximum of three (3) previously performed contracts or on-going contracts that are similar to the statement of work/item description in the solicitation performed for Federal, State or local Governments, and for commercial firms. Information shall be limited to the name and address of the organization for which the product was supplied and services were performed and the number (phone, or email) of a contact for each contract listed. The quoter should not describe past performance history in the quote. The information should include, however, discussion of any major problems encountered on the contracts listed and the corrective actions taken to resolve them. The information may also include a description of any quality awards earned by the quoter. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Quoters lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance. However, the quote of a company with no relevant past performance history, while not rated favorably or unfavorably for past performance, may not represent the most advantageous quote to the Government and thus, may be an unsuccessful quote when compared to the responses of other quoters. The quoter should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance. The assessment of the quoter?s past performance will be used as a means of evaluating the relative capability of the responder and other competitors to successfully meet the requirements of the RFQ. The Government will give greater consideration to the contracts that the Government feels are most relevant to the RFQ. The following adjectives should be used as general guidance in assessing Past Performance: ?Neutral?: No relevant past performance available for evaluation. ?Outstanding?: No risk anticipated with delivery of quality product, on time, or of any degradation of performance or lack of customer satisfaction (or cost growth if applicable) based upon offeror's past performance. ?Better?: Very little risk anticipated with delivery of quality product. ?Satisfactory?: Some potential risk anticipated with delivery of quality product. ?Marginal?: Significant potential risk anticipated with delivery of quality product. A rating of marginal does not by itself make the proposal ineligible for award. Addenda to FAR 52.212-1is DFARS 252.204-7004 entitled "Required Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at https://www.ccr.dlis.dla.mil/ccr/scripts/index.html . All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Quotes over 10 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
