Description
NA The Environmental Protection Agency's Office of Research and Development (ORD), National Center for Environmental Research (NCER) is seeking support services to manage the overall development, production, and technical editing of Science Summary Reports (SSRs). NCER defines a SSR as a written record that summarizes the results of recent research in a particular scientific area, or a report that highlights and explains the significance of specific research findings. SSRs will principally focus on NCER's research support programs like the Science to Achieve Results (STAR) research grants and centers, STAR fellowships, Small Business Innovation Research (SBIR) contracts, and other grants funded by NCER, and in some instances will include other research as supported by the Office of Research and Development (ORD) or reported in the general literature. Tasks include 1) Conduct literature reviews to serve as stand alone documents or as support for another SSR; 2) Review and interpret research results from the support programs mentioned above; 3) Compile results into draft research summaries; 4) Technically edit final drafts of research summaries; 4) Author information releases of environmental research findings for general public consumption; 5) Organize results in a format that permits easy transference of data to the NCER-maintained internet site; 6) Conduct scientific workshops on selected research topics; and 7) Procure the advice and expert review by independent non-government researchers from human health and ecological disciplines as well as engineering, social, economic academic fields of study. A detailed statement of work shall be issued with the solicitation. It is anticipated that the solicitation shall be issued in the Jan/Fed 2003 time frame, providing for a response time of a minimum of thirty (30) days. The proposed contract shall be a cost plus fixed fee/level-of-effort type contract with a twelve-month base term and four (4) twelve month options. The base year and each option year level of effort shall consist of 5,420 direct labor hours each. In addition, options shall be included within each year to increase the level of effort by up to 900 additional direct labor hours each year. ALL RESPONSIBLE SOURCES MAY SUBMIT AN OFFER WHICH SHALL BE CONSIDERED BY THE AGENCY. The applicable NAICS code is 561710. Solicitation PR-CI-03-10014 and any amendments to it shall appear on the Internet. It may be accessed through EPA's homepage on the World Wide Web (www.epa.gov). It is the responsibility of potential offerors to frequently check the site for amendments. Contract award will be made in accordance with FAR Part 15, Contracting by Negotiation.
