Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 03-NYFD-0066 and is being issued as a Request for Quotations (RFQ). The provisions and clauses applicable to this solicitation are those in effect through Federal Acquisition Circular 01-11. This is a full and open competition; there will be no set-aside requirements. The applicable NAICS code is 441110. Delivery and acceptance will take place at the offeror's facility. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offers will be evaluated primarily upon that which best suits the needs of the agency as well as offering the maximum trade-in value to the U.S. Government. Other factors, however, may apply, such as technical capability, past performance, and delivery and warranty terms. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Pursuant to the authority designated in FAR Subpart 13.5-Test Program for Certain Commercial Items, this vehicle exchange will be conducted using simplified acquisition procedures in order to maximize efficiency and economy and minimize burden and administrative costs for both the Government and industry. REQUIREMENT: The Drug Enforcement Administration (DEA) has a requirement for four (4) law enforcement suitable vehicles. The vehicles will be acquired through a no-cost four-for-four transfer of used Official Government Vehicles for four (4) new vehicles. The vehicles provided for trade-in are: (1) 1995 BMW 740I, color grey, 8-cylinder, 2-door, automatic, transmission, power steering/brakes/windows/locks/ seats, remote mirrors, digital clock, AM/FM stereo, CD player, moon roof, bucket seats, leather interior, AC, cruise control, VIN WBAGF632X5DH03324, current mileage 80,100; (2) 1995 Lexus 300, color white, 6-cylinder, 2-door, automatic, transmission, power steering/brakes/windows/locks/ seats, remote mirrors, digital clock, AM/FM stereo, CD player, sun roof, bucket seats, leather interior, AC, cruise control, VIN JT8JZ31C7S0030182, current mileage 66,720; (3) 1999 Mercedes Benz M1430, color black, 8-cylinder, 4-door, automatic, transmission, power steering/brakes/windows/locks/ seats, remote mirrors, digital clock, AM/FM stereo, CD player, sun roof, bucket seats, leather interior, AC, cruise control, VIN 4JGAB72E2XA075718, current mileage 64,000; and (4) 1993 Lexus GS300, color green, 6-cylinder, 4-door, automatic, transmission, power steering/brakes/windows/locks/ seats, remote mirrors, digital clock, AM/FM stereo, CD player, sun roof, bucket seats, leather interior, AC, cruise control, VIN JT8JS47E9P0046667, current mileage 77,803. All four vehicles were seized as a result of their nexus to drug trafficking. Both Lexus vehicles have been involved in accidents and were subsequently repaired. All vehicles are now titled to the Government. SPECIFIC REQUIREMENTS: Offers must consist of Sport Utility and or Sedan type full size or larger vehicles with engines producing approximately 200 plus horsepower, be equipped with automatic transmissions and standard option packages, and be available in standard interior and exterior colors. These vehicles may be used for covert operations; therefore, it is desired that offers not include those with typical police appearance packages. The Government reserves the right to select specific standard color options. SCOPE OF WORK: The Contractor shall provide the four new vehicles in accordance with the requirements set forth herein. The vehicles must be new, damage and repair free, with all dealer preparation completed. Demonstrator or promotional use vehicles are not eligible for consideration. SITE VISIT: The four Government vehicles being offered will be available for inspection, by appointment only, Monday through Friday, between 9:00 a.m. and 4:00 p.m. (Central Time), at the DEA office, 99 Tenth Avenue, New York, NY, 10011.
