Description
This is a combined synopsis/solicitation. Request for Quotation #RFQ 335-62-02 for Local Telephone System is hereby issued for commercial items to be used by the VA ROIC LOCATED AT ONE FEDERAL DRIVE, ST PAUL, MN 55111 and is prepared in accordance with the format under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, Part 13, Simplified Acquisition Procedures, Subpart 13.5 test program; and as supplemented with additional information included in this notice. Simplified acquisition procedures apply and the VA will conduct the procurement according to a combination of Parts 12 and 13. This Business Opportunity Systems (BOS) announcement/solicitation constitutes the only bid document issued. A separate written solicitation document will not be issued. The NAICS Code 517110 applies for this procurement and the small business size standard is 1,500 employees. Contractor=92s proposals (cost and technical) are herein requested to provide and deliver local telephone services. This solicitation is for One base year and two option years. Contractor to provide pricing for each year. Award will be made for the initial base year with option to extend contract for additional option year periods. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-10 and VAAR 97-9. THE CONTRACTOR SHALL PROVIDE ALL RESOURCES NECESSARY TO PROVIDE LOCAL TELEPHONE TRUNKING SERVICES FOR THE VA ROIC, LOCATED AT, ONE FEDERAL DRIVE, ST PAUL, MN 55111. CURRENT REQUIREMENTS INCLUDE TWO PRIMARY RECOGNITION INTERFACES (PRI). FACILITY OWNED E.C.I. SWITCHS.=20 23 B+D, 24B, 47 TWO-WAY DID TRUNKS, 47 TRUNK TERMINATIONS, 27 DID TELEPHONE # BLKS (20 # PER BLOCK), 10 CUSTOMER ACCESS LINE CHARGES. OFFERORS ARE REQUIRED TO QUOTE A PER MONTH RATE FOR ANY OR ALL OF THE =93APPROACHES=94 IDENTIFIED. Service must be provided without interruption. Phone numbers must remain the same (per location Single Line) B. Free area calling, offerors are to include as part of their proposal any counties or specific portions thereof that they intend to provide at no charge to the Government. Must be able to use the cabling and T-1s that are currently in place or replacement will be at no cost to the VA. Qualified bidder must have 24-hour service and be on call at all times, Monday through Sunday. Evaluation factors will include; (1) Technical acceptability as determined by the information submitted which demonstrates understanding of the system requirements as listed above. (2) Past performance, outlining management capabilities and approach: Describe management methods used to assure the provision of prompt and quality service, including a description of a quality assurance and customer service plan tailored towards a unique client base of the Department of Veterans Affairs. (3) Price. Identify all Federal, State and Local government contracts and private contracts of similar type, scope, size and complexity that are ongoing, or have been completed within the past 3 years. Provide a list of references pertaining to those contracts. In addition, information must be provided that evidences customer satisfaction with an offeror=92s products and services, and demonstrates an offeror=92s compliance with the fulfillment of the requirements of previous contracts. The technical criteria and Management capabilities when combined are more important than price.=20 Evaluation may be made with or without discussions with the offeror(s). All responsible sources that can meet the requirements and provide items as listed above may respond to this solicitation by submitting one copy of cost proposal for the base year and each option year and three copies of the technical proposal on their company letterhead or bid form.
