Description
This announcement is notice of intent to award a service contract for a scholar/character assessment researcher specializing in Air Force Academy cadet (past, present, and future) professional cognitive and character development, to an approved sole source contractor in accordance with FAR 6.302-1 (a)(2)(iii). The candidate will have the following responsibilities: (1) Assess changes in Air Force Academy cadets? character, when they enter the Academy, throughout their attendance at the Academy, and into the early years of their Air Force career. Assessment will be conducted using unique software and analysis proceedures. (2) Serve as an academic consultant to the Character Assessment Center?s director, deputy director, and division chiefs (3) Serve as a resource for the Chief of Staff of the Air Force?s Survey Working Group, Air University, and the Air Force Senior Leadership Management Office on issues associated with active duty officer character development. (4) Provide character assessment and analysis continuity to the Air Force Academy?s Character Assessment department using unique previously developed research in this area. Additionally, the candidate must have the unequivocal ability to sustain previously developed research philosophies, which have been in place over the past 24 months. The qualifications required to perform effectively in the aforementioned position are as follows: (1) Acute knowledge of the Air Force Academy, Air Force Academy Cadets and the cadet environment and academic structure at the Academy. (2) The candidate must have the ability to immediately apply and understand the previous studies conducted (which were subjective in nature), in relation to the frame of mind of the previous researcher. The candidate must be able to provide continuity of the subjective analyses and measurement tools, as conducted by the previous researcher. (3) The candidate must hold a Ph.D. and have tangible experience and proof of completed analysis using the Behavior Desirability Scale, the Character Assessment Rating Scale, and the Personal Admiration Inventory. (4) Additionally, the candidate must have used these tools to assess the character development of Air Force Academy Cadets, and active duty Air Force Officers. (5) The candidate must have acute knowledge of the Chief of Staff of the Air Force?s Survey Database, having applied the program in the past, and developed statistical analysis of the data cultivated in the program. The North American Industrial Classification System (NAICS) code is 541720, business size standard is $6,000,000. The sole source contractor is Hendrix and Associates, 18270 Knollwood Boulevard, Monument, CO 80132-8912. The government intends to award a firm-fixed price contract to Hendrix and Associates for the period of (approximately) 13 January to 30 September 2003. However, any contractors who believe that they have the capability to explicitly meet each of the listed qualifications may submit, for consideration by the government, a statement of capability. Comments are due by 10 A.M. (MST) on 7 January 2003. If no comments are received by the closing date, a purchase order will be issued to the above named sole source.
