- NA This synopsis has been further changed to indicate that background information may be obtained in the Pacific Sound Resources (PSR) Superfund Site Record of Decision (ROD), dated September 30, 1999. The project is open to both large and small business. Ad ditional information has been added provide guidence. Any questions regarding this solicitation should be addressed to: J. The Seattle District has a requirement for dredging approximately 10,500 cy of contaminat ed sediments, transportation and placement of dredged sediments in an upland repository, beach reconstruction consisting of placement of approximately 200,000 cy of material to form an engineered sediment cap over approximately 31 acres of contaminated sed iments in Elliot Bay (approximately 293,000 cy total). Material for beach reconstruction and cap shall be a combination of contractor-provided sands, gravels, and (if available) dredged materials. All materials shall meet contract gradation and chemical sp ecifications. Capping placement is expected to be by hydraulic washing from a barge; however, the Contractor may select an alternate method provided that contract-specified lift heights are achieved. Proposed procurement will result in Firm Fixed Price Con struction contract. The North American Industry Classification System (NAICS) Code is 237990 with size standard of $17.0 million. Estimated dollar value is in the range of $5,000,000 to $10,000,000 and the completion period is 540 calendar days. The Projec t is open to both large and small businesses. If you are a large business and your bid or proposal will exceed $1 million, you will be required to submit a subcontracting plan with goals for Small Business (SB), Historically Underutilized Business Zone (HU BZone), Small Disadvantaged Business (SDB), Woman-owned Small Business, Veteran-owned Small Business (VOSB), and Service Disabled Veteran-owned Small Business (SDVOSB) concerns. For the purpose of this procurement, a concern is considered a Small Business if its annual average gross revenue, taken for the last three (3) fiscal years, does not exceed $17.0 million. To be eligible for contract award a firm must be registered in the DoD Central Contractor Registration (CCR) database.
