Description
NAICS Code: 92812 The U.S. Environmental Protection Agency intends to award a sole source contract to Caleb Management Services Limited located at Grovelands House, Woodlands Green, Woodlands Lane, Almondsburg, Bristol, BS32 AJT, United Kindgom, DC, for higly specialized technical support services on both a national and international level to manage the transition of the spray foam industry away from HCFC-141b and more generally the transition of the form industry as a whole to a varity of alternatives. The technical support shall include current knowledge and current work experience with existing and emerging alternative foam blowing agents, thorough knowledge and understanding of the environmental, economic and political issues surrounding this subject, and a thorough knowledge of the international decisions and policies related to foams deomonstrated by current work experience and/or membership in the Foam Technical Options Committee (TOC). Task may include but are not limted to: (1) responding to specific issues that arise through the evaluation and review of petitions as well as issues that arise regarding various alternatives to HCFCs, (2) addressing current issues related to the phase out of HCFC and transition to various alternatives, and (3) up to 40 reviews of petitions, alternatives and industry status will be needed between February 1, 2003 through January 31, 2004. The contractor may also be required to travel to the U.S. to meet with industry representatives and EPA in order to assess industry status and other information from multiple parties. EPA estimates at least 6 such meetings will be held between February 1, 2003 and January 31, 2004. See Note 22.
