- This is a SOURCES SOUGHT NOTICE to determine the capability and availability of commercial sources with full food service and formal table service experience. The US Coast Guard Maintenance and Logistics Command Atlantic (MLCLANT) is seeking qualified firms to provide full food service and formal table and event services as required by the U.S. Coast Guard Academy, located in New London, CT. The successful contractor will provide all food, expendable supplies, personnel, supervision, materials, and other items necessary to provide full food service at two adjacent dining facilities (Cadet and All Hands), a medical clinic, other locations on the Academy grounds, and at Stonington Lodge, Stonington, CT. One food preparation area is provided to support all food service requirements. The CADET dining facility is currently open from 0630 to 1900 hours seven days a week, serving three meals a day, with an estimated meal count of 65,000 meals per month. The cadets dine in an atmosphere that emulates the formality of the military officer's wardroom. The contractor must provide formal service for Monday through Friday breakfasts and lunches and Saturday breakfasts. This includes the provision of linens and tableware, full table service, and bussing. Other meals may be provided by short order or buffet service. The ALL HANDS dining facility is open 0630 to 1800 seven days a week, serving three meals a day, with an estimated meal count of 4400 per month. This dining facility is a short order and buffet style cafeteria. The successful contractor must also prepare and deliver meals in response to special events and medical clinic needs. The contractor may be called upon to prepare boxed meals, picnic lunches, and party buffets. The contractor will be required to prepare special meals as requested by medical clinic personnel, including clear liquid, full liquid and modified consistency meals. Sources sought include small business, veteran-owned small business, service-disabled small business, HUBZone small business, small disadvantaged business and women-owned small business concerns. The NAICS code is 722310 (Full Food Services). The Small Business Size Standard is 17.5 million. Vendors must be capable of providing full food service, including formal table service, at one of the United States' premier military academies. The period of performance is anticipated for one base year, beginning October 1, 2003 through September 30, 2004, plus four option years, with incentive provisions to earn up to five additional one-year award term extensions. No other sources sought notice will be provided. Interested vendors should respond to this notice by January 31, 2003. Competition and set-aside decisions may be based on the results of this market research. At this time, no solicitation exists; therefore please do not request a copy of the solicitation. Interested vendors should include the following information: company name, address, point of contact, phone number and e-mail address; business size and disadvantaged, 8(a) or HUBZone status; corporation affiliations; potential joint venture partners, teaming partners and or major subcontractors. Vendors are also invited to provide the following information, paying particular attention to address contracts of similar scope and size: references; record of past performance; and resumes of proposed key personnel. The successful contractor must be able to provide all of the following 1) high quality and quantity of healthful meals; 2) formal table service in conformance with military standards and traditions; 3) quick and efficient table service; 4) flexible food services, including the ability to provide boxed meals, picnics, and party buffets; 5) contingency planning, as food must be served notwithstanding severe weather, building damage, or labor disputes; 6) cost protections; and 7) financial capability. Performance and Payment Bonds will be required. This notice is for market research purposes only and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. The Government reserves the right to consider a small business, 8(a), or any other set aside arrangement as deemed appropriate for this procurement.
